#1 Qingqi 200 - Will not start in -20 degc (-4 fahrenheit)

I've bought a Super Motard and put studded tyres on it, to use during the winter time in Norway. Everything fine - until now. Outside temperature has dropped to -20c (-4 fahrenheit), and the bike simply refuses to start. It turns over, but no signs of starting at all. Battery is fully charged, engine oil is synthetic 10W40 to aid cold start.
Anyone here who has experience with these engines in low temperatures?
My suspicion is too lean mixture or simply a starter engine and battery too small to cope?
I will try to put a timed hot air blower to heat up the cylinder, perhaps this will help.
