After the "education" ramp up, it appears the Beijing campaign has started. Please post news on what consequences are being experienced. Seems directed to no plate or illegal plate. But what about JingB within the fourth ring? Fine, other hassle? Gas station fueling issues?
And how long will it last? Until end of national day, last APEC meeting???

are russians the most common offender or something? actually wait, the university i went to did have a lot of russians, or at least kasakstanis or similar that loved riding R9s properly illegally- like not even trying. (no helmet, decent clothing, no rules, nothing)
Question, what happens if your Jing B bike is parked inside the 4th ring road )3-4th ring road) inside a compound but is not being driven around?
