New Dong Fang 250RTC owner - Florida NEED HELP TOO

Hello all, I just recently bought the 250rtc as my first bike ever and I learned how to ride on it and how to properly street it. But I have a problem with parts and a few other things with this bike now.

The first; The shifter shaft fell off on my bike and now I can't come down from third gear because my shift lever is loose and not functional. Can I reverse fit a shifter shaft from another motorcycle onto this? And if so; which bike make and model? If that doesn't work; where can I go to buy the appropriate part?

Second: My throttle response is very poor. I'll twist the acceleration all the way and the bike only goes upto 3k rpms before it can't go anymore and then the bike just randomly stalls out. What's going on with that? Any possible list of symptoms and things to look out for?

Okay so I manually shifted the bike down (it was hard as hell to do by hand) but the bike was dead so I tried to jump it....bike started and jumped forward (there was no key in either the bike or car) and then the jumper cable on the bike caught fire so after putting it out....the bike is no longer starting or responding to jumps. So I think I may have fried the starter.....is there a how to on replacing the starter? And additionally; is there a website that ships to Florida where I can buy these parts?

Edit: On further thought... I was a dumbass.....I should have never ever taken a car to jump a motorcycle.

Update: I messed around with the fuse ontop of the battery and it sparked and the bike lights turned on and all....so I went to try and start it and the bike is trying to turn over but it's not starting....do I just need a proper jump now or am I still looking at starter issues...?
