China has always had shitty fuel, it's just government monopoly and corruption. If you live near refineries the gasoline is of a reasonable quality, further away it sucks. There's probably always been high levels of water, ethanol, Dimethoxymethane and other things in the stuff. At least Dimethoxymethane is mostly safe.
