Kinlon help 2013 200rt

Hi I am looking to get my 15yo son his first bike I have come across a 2013 kinlon 200rt but I know nothing about them.
would it be a good bike to learn on ? are the 4 stroke ? can I get parts ?
my son is 6ft skinny so not sure if he is to tall for this bike asking price is $1200 AUD which is all I can afford at the moment
any help or advise would be much appreciated

Parts are a possible pain in AU
I've got a Chinese bike in China and I can't get many parts for it
Basic mechanical is easy enough to get etc tho
