They seem to be on a trajectory to near half of the production claims of 2009?
At 4M a quarter that would only total to 12M annually, the annual production in 2009 was a claimed 25M units. With an average drop in production of 7% over 7 years, that sound about correct.

I'm surprised the numbers are still so high given the success of the outright ban of motorcycles across the country. Any idea of the export vs domestic consumption numbers?

That would take some time to filter out, as each manufacturer is different, the proportions of total production domestic to exports over the time frame. Some export primarily and other sell primarily domestically. Then another problem is that all names on the two lists are not the same for the top 50, a company that distributes its production to both is on both lists, while others are only on one or the other.
