Right I'm working in Zibo City Shandong and there rule is no 90 day visa can apply for license in this city :S I found out I can possibly do it in Shnaghai - BUT is there a closer location and lower costs then the agents 1500 yuan?
I have a New Zealand Bike and car license as well as a EU Car license so should be enough I thought.
I know I will need to do the basic medical and translate my license.
I was told I canot do this in Zibo and take to Shanghai

The problem is that often different jurisdictions within PRC, have different rules/regulations at their local level, and then other times, simply the person one gets to deal with 'behind the counter' has no idea of what the laws/regulations or policies are, or they make up their own literal interpretation, or often are just too lazy as doing anything else will create more work for themselves. If you are dealing direct with the local Traffic Management dept. of the responsible PSB, then you might find that given a different day, different time or a different person you may get a different response or outcome. That's part and parcel of doing anything in PRC, there's no real transparency or accountability. Then add to that anything related to the national laws, and local guanxi gang.
If you're leaving everything to an agent to handle locally, then if they've dealt with similar situation and circumstances before than it might be possible to believe him/her/agency, otherwise it might be a game of chance/flip a coin.
Usually business visa holder here (also applies in a number of other countries too) can't get a legal D/L through the normal channels, but that may not always be the case.
Before heading off to Shanghai, try searching on one of the expat orientated websites like Shanghaiexpat where you will likely find some relevant discussion on the forum etc.
ZMC888 a member and mod here on MCM lurking in Zibo, Shandong might also be worth sending a PM to.
Lastly FYI, aside from the translation of your overseas D/L (make sure that you are applying for both car and motorcycle: C1D or C1E), and the medical exam, you will also be required to sit the 100 question MCQ test.

1500 is a complete steal for an agent to get you an out of province licence. Last I checked it was 7000 plus a trip to Hainan. In Shanghai, it was 3000 and all it got you was an interpreter who drove you around to the various offices. You still had to write the exam yourself.
What kind of visa are you here on anyways? Please don't tell me it's anything less than a Z visa. If so, please get that sorted out quickly, as China has recently become very strict. Our school was inspected last week and some local friends here in Guangzhou have been invited down to the PSB offices for interviews in spite of being long time legal visa holders.

Unless your agent has a "magic touch," do not assume that because they walk you through various offices in Shanghai you'll come out with a license. If your don't have the required validity on your visa (3 or 6 months) and cannot demonstrate Shanghai residency, you might find doors slamming in your face. But the agent will want to be paid for taking you around.
One has to assume that part of the proceeds of the pricier license services goes to officials in the form of graft.
Be sure you know what you are paying for.

Basically my visa is enough to do all that's needed plus I sit the test - then that parts up to me etc
Finally got everything right and passed my test on the second sitting scoring 91. Got the license issued immediately, was suprised at that efficiency. Special thanks goes to "Euphonius" for his wise counsels and advice. Also a big thanks to whoever created that "drive in china" exam app for ipads n iphones. Was well the mere $2 i spent to purchase it. Now i can get my plates and ride legal. Also thinking of a car by next year. C1E class put to good use. Thanks everyone. License pic attached for viewing.

Congrats... I've taken the liberty to adulterate your photo, 'cause posting up full disclosure photos of pretty much anything in PRC - is often asking for trouble... so might be worthwhile deleting your photo D/L. Not to steal any of your thunder...

If you go on to buy a bike with legal plate etc, worth being mindful of editing the plate etc in any photos you might like to share here etc. Just a friendly word of caution.

An update on getting a license in Zhuji, Zhejiang.
I mentioned that they had allowed me to sign up for the test in Zhuji but when I arrived they once again told me that they didn't have the motorcycle test in English. The original guys then claimed to think I wanted the car test which was clearly just a face saving maneuver. So I guess thats the end of the line in Zhuji. In case I didn't mention, Shaoxing also doesn't have the motorcycle test in English or Chinese.
So, now I'm stuck. Where do people usually go in Zhejiang to take the english motorcycle test? My co-worker's girlfriend's family lives in Ningbo. My friend in Hangzhou moved away so that's going to be a difficult option.
Any advice?
Just go back with a translator, and agree to take the test in Chinese, with the translator beside you. This used to be standard operating procedure before tests were offered in English and other languages. Explain that this is an entirely acceptable compromise plan unless they can provide the test in English, as many other cities do. Don't take "no" for an answer. Be polite, but persistent.
And be sure your are being tested for a C1E or C1D, or you are just wasting your time and will end up with a C1, which does not allow motorcycling.

I have 2 ideas:
1- U go to Hangzhou next week end, stop at the 1st flat rental agency and find the cheapest apartment in Hangzhou and rent it for 2-3 months, get the temporary residence paper and get ur license there on week ends or when ever u can, this option would work 100% sure but will cost u a few thousands and a few week ends.
2- At the same time, I can go to the police station near my flat and BS them that u live on my coach for a few months and need the residency paper but I ain't sure they'll give it that way if ur name ain't on the residency contract, but I can ask them and see if that works. Then if it does that's a bit of a trip for ur lessons, but if u have foreign moto license then u only need to come twice. Once u come with me to the police and get the paper then run to the traffic center and do medical check up + register for a test in a couple weeks, then again in 2 weeks to pass. If u don't have foreign license, then up to u as for me it's the same, I'd only need to come to the police station with u once.

I hadn't see euphonius' post up here, yea, don't let them tell u "no can do", after u stand there saying "keyi" a thousand times someone will get bored and will let u do what u want.
Also regarding going to HZ to get the residency paper, I know u could get the residency paper from hotels in the past, they had to give it to u, dunno about now, but then maybe u could try that before anything, go to HZ, stay in a hotel one night or 2, get the residency paper, then straight to HZ's traffic center see if that works, then go for a boat tour on the lake and a nice restaurant..
I have a agent help you do all that for 1500¥ in Shanghai or I was offered a one day service car and bike license no test all correct etc for 8800¥ in Guangzhou

Thanks braillce. I'll let you know if I end up going down that road. For now, I think i'm going to try one or two more times in Zhuji. Then HZ, then Shanghai.
My biggest problem with this whole thing is that I only have an expired Car license from the US, so i would probably have to take the lessons. But I was actually able to convince the police translator in HZ that my license was also for motorcycles and in Zhuji they don't seem to care that its expired... If i go anywhere besides Zhuji I'll have to work my way around both those issues again.

Does anyone know if there is a quicker way to transfer an Australian Car and Motorcycle License into a Chinese one?
I read that you must have a 90 day min stay visa, But other than that does the process still take a month when transferring an overseas license?

90 days is often not enough and also you need go thru all the BS that takes time and you must pass the 100 question test that's not sooo simple
In GZ there's a way to get it in one day 8800¥ yes that's correct a ton of cash
Pm me should you want to go down that route and it's limited on what day and time etc

I have a question for you shanghai residents. It turns out that Im going to have to travel there to take my test and I also need to go to a driving school.
Has anyone gone this route recently? Does anyone know of a driving school certified to take foreign students? I've done a few searches and found a few that seem to fit the bill but they are not answering their phone.... Could it be because my phone number isn't from Shanghai?
Also it seems that the requirements have changed recently. I think in the past the driving school could be completed in a few days but now it might require more time. Does anyone know anything about this?
I spoke to the agency NZBreaklathes mentioned and almost decided to use them. They seem legit but really quite pointless. They can help if you don't have a foreign license but it costs an additional 5000yuan. You have to travel to a city somewhere in the south of China and personally hand in your documents to the police. I was offered a spots in Haikou and Guangdong. So basically the high price is for one of those police residence certificates in a city offering the test in English and a pass on the test.

I just called Shanghai Junti Peixun Driving School on their complaint hotline, because nobody answered the registration hotline.
The guy said foreigners can register, but the new regulation requires a second written test (on the computer) for everybody. This second written test for motorcycles is currently only available in Chinese. For the car endorsement it is already available in English in the big cities (SH, BJ). He did not know if or when the second written test for motorcycles will be available in English in the future.
Please note: This is unconfirmed information!
I will go to their registration office on Saturday, check out the teaching material and clarify details. Will keep you updated.

It's sad that over a year later and they still haven't gotten this motorcycle test translated and/or distributed to the rest of the nation (how hard can it be?). I took the written car test a few weeks back studied the first 53 pages and scored a 92 in 20 minutes. I really really want to drive a motorcycle around!

Ok, I went yesterday (Sunday afternoon). That was too late. Only the teacher has the teaching material and he is only there on Saturday mornings, class starts at 9am, so it's better to be there before 9.
The baoming lady confirmed, that she didn't know if or when a translation is coming.

E = 1500 RMB
F = 1000 RMB
Weekend Traffic Rules Training: 50 RMB/day (not sure how many days one needs, but it should be reasonable (well TIC, it might not be reasonable...)
