There are too many entities involved, government is not efficient. The EPA, DOT and NHSTA as well as others, its all ridiculously disconnected. However private companies have no trouble linking…Edmunds links to Carfax that is linked into every BMV in the country. However a VIN of a vehicle that has yet to be titled is and would not be in that data.
All the before a sale information is held were? The EPA only has model and manufacturer data as well as the DOT….but the NHSTA they are concerned with VIN codes so they can find any models that represent a threat to consumer safety.
I would say the EPA and DOT are the or should be the gate keepers and should maintain the model data sheets, that being the completed model and its associated data gets entered there with them and then allow it to enter a data table for the NHSTA that works with manufactures as the models are brought to the market they then become data lines. Then those lines would used by the BMV of each state to assign titles and registration. The BMV would find your line (a specific VIN) and then enter your name next to it.
However each model before being allowed to enter the list, that list would be of all vehicles in the market would have to meet criteria. Not just EPA and DOT regulations it would also have to come with digital schematics and linked parts list. The parts lists would all have to follow the same type system and reveals who made the part and the source of the part.
Then authorized service centers could then access parts and by make and model as well as record replacement on an actual VIN.
Nice thing about such type of system would be that only those that actually have the rights to a make or model would be able to get it in the system, so part of the gate keeping would be is it what it claims to be and or does it violate the rights of another manufacturer.
Such a BIG DADDY database could be open to the public for review less owners addresses…it could be used to seek out such things as fuel efficiency or weight to power ratios or just maybe longevity in the market. When a VIN or related model reaches its end of life it brings about a life span…. How many still on the road since inception?
