OK, thanks Vlad - so there is no misunderstanding the whole 'disc thing' that I assume is what you call the rotor has specks of surface rust in various places, not just around the bolt holes or mounting section. It has no rust on the actual contact surface, that is nice and shiny from friction. I understand between the two of you that it is OK to paint/seal or whatever anywhere on the disc thing apart from where the pads make contact as that would compromise the braking.
I had thought that stainless wouldn't rust, I had also thought that stainless wouldn't take paint. Guess I found out the first premiss was wrong, I shall find out about the second when I do it!

Just use household aluminium scourer (it looks like swarf). Works a treat, cheap, does not damage the surfaces and you can give it back to the Missus when you're done with using it. :naughty:
