Steve, to get a HK DL you need a HK Residency Identification Card, to get one you need to be in HK for at least 180 days. To get the card you also need documents that proves you are legitimately residing in HK, you need the ID card to get the DL. If you are only visiting HK all you only get is a visitor slip which is generated off your travel documents. That slip of paper will not get you a residency id or a drivers license.
