Lifan announced last (2012) year it shut down its USA offices, American Lifan no longer offers its product in the USA.
They still have lots of bikes in the US for sale, new. My opinion is that they did "one last shipment" before they closed their doors.
Lifan had EPA certificates for 2012...if anyone wanted to import any of those models including their LF250-19 in 2012 they could have.
The V-250 bikes shared the same certificate number its BLFNC0.25NFG-003 both the LF250-19 and the also LF250-B which is the cruiser your likely seeing, which are likely 2011 and or 2012 models.

Scooter Depot is closing these out....
It seems that having an EPA certificate is pretty silly if you have no intention to import.
Lifan has one for 2014 for their LF100-C?

American Lifan Inc.
Maybe those could be sold here maybe not....who knows.
One of my contacts from the distributor, Excalibur Motorsports, knows the new Lifan distributor, now out of So. Cal. I had heard from him (late 2013) that they were planning on being back in the US in 2014, so their little bike is probably the first of many? Or if that is not the case, perhaps someone else will be distributing these under a different brand name (although not sure how that works out with the EPA certificate).
If at first you fail then try again?
American Lifan, has a new website, and sadly it is not a very good website.
Don’t take my word for it, see for yourself.

Nothing about this is encouraging, Lifan has a 2015 EPA Certificate that covers the following models.
LF150T-10, LF150T-12A cannot be identified online.
These are the identifiable models…
LF150T-9F
LF150T-8
LF150T-12
LF150T-26A
The site highlights a couple of 250V twins and also a couple of Lifans 150cc bikes, the KPR models.
It all screams of another marketing plan that was conjured on the crapper…we may eventually sell cars too! Lifan is oblivious of how another bad attempt will just compound its weakened reputation in the US market. However I do not believe that they are capable of escaping who they are.
They might want to just bring over a line of scooters and sell and support them really well, at first? Then a few of the bikes to test the market.
