I think the surprise ending is not clear to non Finnish speakers. The cop said "hyvin ajettu" meaning well driven to the criminal :)
I think the bigger mystery is, how come the cop is crazier than the fugitive!
A good question, Finnish cops does not care of that. They chase the fugitive no matter what, they have even made a public statement they wont let fugitive escape :) That is is pretty sick cop vs fugitive game :)
Imagine one for example speeding a bit and getting chased by the police to the end where several innocents die :) Was it worth it? By all means no :) But this is Finland :)
Here, this chase would end with cop's tractate like: "Are you crazy, you sick f...!? I don't care if you kill yourself, but you could kill innocent people!" Some use of baton could be expected too.
