Where to get motorcycle riders license in Shanghai?
Hi All,
I'm new here. Can anyone tell me where I can get my motorcycle riders license in Shanghai? Do I have to take a course and do a written and driving test? I heard it's about 800 RMB. I already have my china driver's license.
Also, off topic, I am getting a yellow "C" plate for my 125cc scooter but will be riding my scooter downtown. How strictly do the police check/enforce for the A plate if I already have a C plate.

If you have Foreign Motor Cycle Drivers License then you should have told the guys who made your China Drivers License that you want Motorcycle (D/E) too -If you have no Motorcycle License you must do Practical Driving Test and Theoretical Test. Details somewhere on this board... Have Fun!

In general: no residence permit - no driving license - no vehicle rego in your name.

Wrangler - If you are starting from scratch (you don't have a motorcycle license from your home country), the head over to Junti in Hongkou District and they will provide you with course registration and point you in the right direction to get your physical exam - The SH Driver's License Center which is also in Hongkou.
The 2-wheel moto license will cost you 750元 (E照 二轮摩托车) + 450元 to rent a bike for the practical exam.
Whole process from exam to license will take about 8weeks.

With an overseas license and residence permit, you are good to go. No need to do the 10-hour on-the-bike training. You have to get your Canadian license translated at a place in Beijing Lu, then present it and some other documents and yourself at the cheguansuo down in Minhang for processing and the 100-question test. The various expat websites cover this, but some of the info is dated. I've attached a fairly recent write-up that I've copied from shanghaiexpat, which describes the process that I went through a few months ago pretty accurately. The difference is that I got my foreign license translated at this place in Beijing Lu, at the corner of Xikang Lu. So it's behind the Portman/Shanghai Center.

Go early in the day if you can. There are special lines for foreigners, but all the paperwork health check take a few hours because it's always crowded. If you get through all the preliminaries, you can then go to the test center, where they'll try to schedule you for some future date. If it's early enough in the day, however, and there is space, they'll schedule you immediately. So it's possible to do everything and walk out with a license on the same day -- assuming you nail 90 questions or more. (I got 88 my first try.) My strong suggestion: Study all 1500 questions beforehand, and then review all 1500 the night before you go. This way all the logical answers, and also the illogical ones, are fresh in your mind, and you can remember which ones to answer illogically vs logically.
By the way, this cheguansuo is 5 minutes' walk from the No.5 Metro, which starts at the south end of the No.1 line. I think it's the second stop, Chunshen Road.

* Go directly to building 12 and get photocopies of the following items (Current Driving License, Passport Picture Page and Resident Permit Page).
* Take the photocopies with the Certified Translation of your Driving License to the window at the back of the room and pay for your photo’s which you will be taking in few minitures;
* Head to the photo taking room next to the photocopying window, show them your receipt to get your pictures taken, this should take about 10 minutes;
* Take your pictures and follow the signs to medical examination area;
* Pay for the medical exam fees when you arrive at the building, and fill in the 2 forms that you will be given, affix photos and pass to nurse. Tests conducted are (Sight, Audiography and Colorblindness);
* When done with the medical examination, take all your paper work and head to building 8, a clerk will check your information and ask you to head to room 200 on the second floor, your documents will be checked again and then asked to head to building 9 where you will schedule for you written “computer” test;
* Upon scheduling for a date to take your written test you will be given a slip with the date and time of your exam and a pink booklet to study for your test “The questions in the exam are identical to the booklet but in different order”;
* On the exam day, head back with your appointment slip and all the documents you took with you the first time, go directly to building 9 and take your written exam.
* The exams is 100 question, you have to answer 90 questions out of 100 in 45 minutes in order to pass, if you answered 90 questions correctly the test will automatically stop, and the same goes if you answer more the 10 questions wrong.
* If you pass, see the clerks in the same room to stamp your documents and head back to building 8 (room 200) on the second floor to get the final stamp, go back downstairs in the same building and pay for issuing your License, head back upstairs to the large waiting room in the middle of the building and show all your documents with your last receipt to the clerk at window 16, you will get issued a number/ticket, wait until your number is called and you will have your new license in approximately 20 minutes.

Yup, I'm starting from scratch. Well guess I have to put in my time with the 10 hours. Thanks Motokai for the info.
I think the funny thing is it seems most 80% of the people here riding don't have licenses or plates. It's not the skill they are lacking, it's the etiquette.

Motorbikes bearing a downtown plate are allowed to go on all the roads in Shanghai Municipality. Motorbikes bearing a suburban plate are allowed to go only on the roads outside the Inner Ring Road. The traffic control department of the Municipal Public Security Bureau may narrow down the area in which passage of motorbikes is permitted according to the traffic condition on the road.
Motorbikes bearing a non Shanghai plate are not allowed to go on the roads in Shanghai Municipality. "
THEN:
"For violation of Article 13 of the present Provisions, a fine of no more than 50 yuan shall be imposed. "
Maybe this is why police don't stop Hu C plates that much?
Can anyone confirm this or is the information from this link dated?

A few of us have intellectualized this situation the same way you are - and the 50元 or 200元 fine does seem quite small, especially compared against the investment of a 沪-A Plate.
But you may also want to look beyond the fines and consider the potential liabilities if you find yourself in a bad situation while riding downtown with just a 沪-C Plate. In this case you are illegal and you could be arguing that the farmer and his truck of watermelons pulled out in front of you without looking, but he will have a different story and he may have all of his paperwork in order, unlike you.
As you can see there is security with the 沪-A Plate beyond just immunity from the stops by the police - and these stops for both ebikes and motorbikes are greater this summer with the Expo happening.
No one wants to pay the huge amount for a 沪-A Plate, but if you can find the resources then maybe you should consider it a "deposit", rather than an expense. As the plate system works now, you can always put your plate back into the auction system for market price which is currently trending up and up.

Well guys, just to follow-up. I am in the process of getting my riders license. Man, what a pain! Also got my scooter towed yesterday. I went to the impound today and they wouldn't let me pull it out because 1) I don't have plates. 2) I don't have my license yet. I need to bring someone with a license to pull it out. They also told me the process would take 20 days. To add insult to injury, I inspected my bike. Someone keyed it and the fairing was all scratched as if it was dragged on the ground.
So it seems like Shanghai is really on the offensive for gas powered motorscooters in general. Now it's illegal for gas stations to fill up a non-shanghai plated scooter (but why is it ok for cars?). In addition, I was told that once you get your plate for your bike, and if you ever get a new bike, your plate cannot be transferred to your new bike - only to a car.
So all this has led me to decide to get a motorcycle with plates this time around. Hope to get your guys thoughts in a separate thread.
Here's a pic of my scooter getting towed. I jumped on the tow truck but they wouldn't release the scooter to me. Bastids...

Sorry to hear about the scooter. Is that a Yamaha? New fairing should not be too expensive at the shops on Jaoje Lu. I think once you get the license the police should be a little kinder to you. Why did the police impound your bike? Did you get stopped or did they take it off the street?
Also, above you mention getting Shanghai C plates, how are you doing this? I was told that they weren't making those anymore.

Yes that's a Yamaha. Powerful, but kind of flashy. It's been keyed, scratched, and had my seats slashed for no apparent reason.
The police impounded the bike because I was parked "illegally" in an alleyway on the side of the road. I went into a store to get something and 10 minutes later the alarm was sounding and it was on the back of the truck. It was quick! At least they weren't thieves.
The Yamaha dealer told me 2 months that I could get the "Hu" C plate - I would just need to register it under the Houkou of a Shanghai Resident living outside the inner circle. I am not getting the C plate anymore however. I decided to go for the A plates. I believe Shanghai has a hidden initiative against motobikes and the traffic enforcement is doing everything possible to get motobikes off the road and making it extremely difficult or prohibitively expensive.

Unfortunately my visa is registered in Hangzhou. Does anyone know the addresses and procedure for the relevant theory and licence issuing bureaus in Hangzhou?
Also, I assume that a Shanghai approved Translation of my UK licence will be sufficient for the Hangzhou traffic bureau? That said, this kind of assumption in China is a fools errand!
One other thing, my UK driving licence comes with a card and a paper document. The paper document is presently back in the UK. I take it I will need this as well... any ideas?

A DRIVING school instructor and three of his students have been detained for alleged drunk driving and punching police officers.
The incident occurred in Baoshan District about 9pm on March 3, police said. The instructor will be detained for 15 days and fined 2,000 yuan (US$304), while his students will receive short-term detentions.

I recently applied for my driving licence here in Shanghai (I do not have a driving licence at home), here's how:
Materials: Passport, Registration of temporary residence from the po-lis, 1,300 RMB
Step 1: Medical Check:
Learn basic chinese and/or load up your favorite translator on your currently illegal bike and depart for 哈密路 1330 号 HaMi Lu. no. 1330. Alternatively google maps has awesome search functions that gives you bus directions, this will become indispensable as you will often be travelling in uncharted territory and taxi drivers can smell it on you.
When there building 9 and 10 are the houses of photography and farcical medical check. Pictures first (building 9 I believe) then to the other building, fill out a form pay your money and procede down the small alley, you will be directed upstairs. If you like, like me, like red stamps better wear two sets of underwear because you will cream yourself. After the medical check, heavily stamped (and deeply satisfied) you will recieve documentation proving that your heart beats, you can see, hear etc.
This should all cost in the region of 100 rmb. Then back on the bike or, if you came by bus\metro, take a bike taxi from outside the complex to 沪青平公路\吴宝路 huqingping gong lu\ wubao lu. This will cost 15 rmb.
2: From the above intersection walk down wubao lu, after a few hundred metres you will see a gate on your right into the bike school. After you pass the first buiding you will see 2 (maybe three) more. In between two of them you will see some stairs on the outside of the building going up to the second floor. Get up there, fill in your forms, give them your med. check, passport and residence thingy, lay down 1090 rmb for "E" licence and you're done. Go home, have a beer, play a game of mahzhong with your neighbours, it's mostly waiting from here on. You will get called in 10 days to come do your written test (and collect your passport!) and after that for driving classes and test.
The test questions in english are available online, search the forums and you will find a link. Those questions are from 2008 and are still valid. Most of the questions are stupid and you may think some of the answers are wrong but they're not, trust, Just memorize them. if you have problems with this kind of thing use ANKI (free downloadable flashcard program) and copy into it every question and answer that is not blatantly obvious (I selected around 200 from the 800) and learn that s*it.
Euphonius you may want to use this info to update your earlier post. The xinzhuang centre is no longer operational (for motorcycles) and this is the only centre (I know of, tho I think there may be one in hongkou)) to get your licence.
The entire test process should take 50 days max

It should be made clear that the licensing procedure that you are describing is for anyone who does NOT have a valid motorcycle license from their home country, and is starting from scratch in China. Those of us fortunate to have a valid foreign motorcycle license can omit the entire training and road testing procedure. All you have to do is the paperwork at Shanghai's main Vehicle Management Bureau at 179 Qingchun Road (Near Metro Line 5 Chunshen Road Station; Line 5 starts at the south end of Line 1). Unlegss this procedure has changed.
Also, when I did my license a bit more than a year ago, the health check was available right at the Qingchun Road Vehicle Management Bureau. All the poking and prodding happens right there, while you wait. No need to go to the Hami Lu center, which is where most of us get our health checks for our residence permits (long-term visas). Has this changed?

Yea it has, I had my chinese friend talk to them on the phone and they said they moved it quite some time ago. That huge driving complex only does cars now. They said I needed to go to hongkou somewhere, then I finally made them understand that I dont have a licence at home either and they just told me I needed to find a driving school.
The place on HaMi lu is near the medical centre for the residence permit but is not the same. I guess maybe it is a new vehicle management place because you can also convert your licence there (building 1).

Yea innit, but you have to get them from different places to do different things and give everybody pictures and photocopies. From me alone the govt. have two health checks, countless photographs, photcopies of visas and suchlike. We all must have our own boxes deep down in the bowels or many smaller files scattered around. Someone should explain to those over-ripe decision makers how this new "inter-net" thingy works and how to share information. Would save a lot o man hours (although I guess the money-motivation to save man hours is a bit weak) and bother and maybe some of the the paper pushers could be out busting everyone who cuts corners and overtakes/turns left without looking..... and skips the queue :gun_bandana: yea!

I had my license and I used the app China Drive http://thinknao.com/appContent.php?appId=34, this is for iPhone, iPad and Android. And no this is not a promotional post, just sharing as it is easier to have it on your phone than to use the 300+ pages pdf.
I just got my driving license for cars, now moving to the motorbike; hope it will be smooth.

I just got my car driving license (about a month ago, it was a transfert from a french one), I called several driving school and some told me I can not pass my motorbike license before 1 year (which will force me to retake the test). Anybody knows if that is right? If not, do you have a school to propose me?

Am no thats just not true man. I got mine in three months. So did most people. Most of it is waiting for the written test (2-3 weeks) the the driving training and test (wait is bout 3-4 weeks i think) then the training and test takes about a month i think it was. I went to jinqiu 金球 driving school in hongqiao. I have posted the details on this site somewhere. Either in this thread or it was with euphonius' thread or some other driving licence thread.
Now the reason I am looking at this topi is that my gf is going to get her licence now soon and she's a (real) teacher ie. she works days so I'm wondering if anyone has done it at jinqiu school recently, know someone who has or the realy question is does anyone remember which days exactly you had to go for the training and tests?
Btw Im going to go get a three wheel licence and car licence too. Yay!!

I am still looking around to get the motorbike license, but still have the same answer (need to wait 1 year after the car license in order to take it)...anybody had the same issue? If not, how did you dealt with?

Did you go to the licensing bureau directly? There are two. One in Hongkou (I think on Guangdong Road) and the other in Xingchuang (?). My whole process took 3 months:
Health test (Day 1) and school registration (two different places)
Written Test ( a few weeks later)
Motorcycle lesson phase 1 (few weeks later)
Motorcycle lesson phase 1 test (1 month later)
Motorcycle lesson phase 2 (1 week later)
Motorcycle lesson phase 2 test (1 month later)
Receive motorcycle license (if pass - 2 weeks later)
So actually the whole process takes much longer. Maybe 4 months, from the day you start to the day you actually receive the license in hand. But certainly not 1 year.
