It's not spam, there really is a job. Victoria sent me more details, it's a marketing position in Shanghai. The name of the company is very vague though. Here are the details i got:
Event Marketing Specialist – Shanghai
Company: Global Luxury Motorcycle Company
Location: Shanghai
Reporting to: Country Manager
Responsibilities:
The primary area of responsibility includes the implementation of marketing/sales promotions, CRM projects, training programs, and customer events. The position will work closely with marketing & PR, sales and service team to achieve better overall customer experience and satisfaction. The position will liaise with Asia-Pacific headquarters and other subsidiaries in the preparation and delivery of operational matters including market research, promotions, events and training initiatives. The position will ensure the delivery of consistent brand and Company messages, while also developing and ensuring acceptance of more localized content.
Event Administration
The position will be responsible for developing and maintaining all necessary resources, materials and services to implement events in accordance with market plans and budgets. Working closely with Legal, Risk Management and Group Audit functions, the position will be responsible for optimizing event productions, ensuring program results, and controlling risks.
Create detailed plan, budget, and timeline for individual event during the execution stage. Coordinate with dealers and other partners, provide requirements and monitor their involvement during implementation. Provide regular and timely reports on programs and spending to supervisor.
Administer and track spending to ensure plans and event budgets are on target. Lead efforts to evaluate the quality and service levels of agencies and support services, recommend changes and/or improvement areas.
Customer Programs
The position will be responsible for developing and managing budget and implementation of China customer programs. Establish and maintain a regular calendar for planning, review, and approval. Seek input from dealers, chapters, marketing partners, and internal staff at the appropriate stages of development.
Promote positive dealer, chapter, event, volunteer, rental and member relationships through improving customer program implementations.
Establish and provide training for chapter programs, chapter operations and rallies.
Develop training programs and materials for volunteer network and dealers. Educate dealers, chapter officers, members and rally coordinators on the various criteria related to the operations of successful chapters and rallies through various training programs, as well as through on-site visits to dealers, chapters and via presentations.
Organize venues, materials, presentations, equipment and all related functions for training programs and facilitates implementation. Negotiate contracts with vendors and suppliers. Serve as mediator to resolve chapter and rally organizational issues.
Manage national chapter and event sponsorship programs. Evaluate chapter and event performance, national member’s benefits, programs and services on a continuing basis and make recommendations for improvements and modifications as needed. Administer new chapter development with newly appointed dealer sponsors and evaluates needs for emerging market. Review chapter financial statements, newsletters, publications, chapter renewals, rally programs and artwork and all other chapter and rally documentation. Develop, edit and produce chapter and rally operations guidelines and handbooks and membership materials and packages.
Provide information and contributes to internal publications. Maintain and support overall China operation.
Team Results
Keep regular communication with all internal staff involved in the China market in order to coordinate activities, maintain priorities, and meet performance objectives. Remain flexible with work plans in light of changing market conditions and Company requirements. Serve as a backup for other team members as necessary.
Work closely with internal staff in developing long term plans for the market. Attend team and department meetings as required.
Self Development
Employees at all levels are expected to keep abreast of new and changing technology and methods that enhance their skill set. This can be accomplished through continuing learning at outside classes, seminars, reading and other related training opportunities.
Continuous Improvement
Employees are expected to find ways to continuously improve processes and responsibilities in their job.
Communication

Qualifications/Requirements:
Education
• Bachelor degree in Business Administration, Marketing or related degree or equivalent experience.
Experience
• A minimum of 5 years of customer-facing marketing experience in China in the motor trade industry, luxury market or similar experience.
• Heavy-weight motorcycle riding experience and skill a must. Motorcycle driver license required.
• A heavy-weight motorcycle owner preferred.
• Demonstrated experience working with event production agencies and other service providers to deliver successful events and customer experience programs.
• Demonstrated ability to work independently and obtain results with limited, direct supervision.
• Comfortable with ambiguity and changing priorities.
• Comfortable working overtimes, in weekends or holidays to manage/support events.
• Fluency in English, both written and verbal. Native Chinese/Mandarin speaker.
• High level of computer skills including Microsoft products.
• May require travel of 30% or more with domestic and international travel.

The position is real, to the best of my knowledge though a couple of people have been interviewed/discussed the requirements with Victoria by phone, it appears the customer need to review their requirements vs vs their offer. One foreigner was too over-qualified for the position, so it actually sounds more like a junior position, which is not how the job description comes across.
The position:
- The employer is a famous international 'luxury' motorcycle brand.
- The candidate should be a holder of a motorcycle license in PRC, and have significant large motorcycle riding experience & skill, and the company will look favourably at a current owner of a large displacement motorcycle in PRC.
- The candidate should hold a Bachelor degree in Business Administration, Marketing or related degree or equivalent experience.
- The position will be based in Shanghai, but will entail 30% travel both domestic and internationally.
- The candidate must be able to speak, read & write fluent English and must be native Mandarin speaker.
- Initially the company were looking to hire a Chinese (either local or returning), but due to the position requirements this has been opened up to allow for a foreign applicants (with Mandarin language skills) - the caveat to that is the company are not offering a very enticing salary.
Responsibility includes the implementation of marketing/sales promotions, CRM projects, training programs, & customer events. The candidate will liaise with Asia-Pacific headquarters & other subsidiaries in the preparation & delivery of operational matters including market research, promotions, events & training initiatives. Consistent branding & development of more localised content.

This is a real post as the others have mentioned. Please let me know if you know of anyone who might be suitable. It is more of a junior role considering they are looking for someone with about 5 years of working experience.

Glad to hear it's legit. Vic, just saw your latest PM and it didn't answer some of the questions from my first reply which were:

The most important part of this question is the work visa. If a foreigner is the best candidate, then they would need to have a work visa because - if the job description is accurate - this would be a full time job. If the company can not provide a work visa/residence permit then your only option is for a Chinese citizen.. which would rule out many of the people on MCM.
Additionally, given the scope and level of responsibilities in the job description, this is not a "Junior" level position. The words "assist" or "help" never appears once in the description. At the very least, if they are reporting directly to the national manager, then this would be a senior executive position (like a Chief Operations Officer or VP of Marketing).
I recognize your job is difficult. You are trying to find a suitable candidate for the company (in the US we call folks in your profession "head hunters") but it's important to understand the job role well and present it in an accurate manner. It saves everyone work in the long run.

She contacted me by PM on Shanghaiexpat asking if either I was interested in the job or if I knew anyone who might be. The job description sounded so great that I pointed "Victoria" at this forum. Now I'm starting to wonder if the job offer is legit. Hoping it is, and that someone here can score a fun job promoting motorcycles in Shanghai.

- The ideal candidate (per their definition) doesn't exist, and if it would, she / he would have a fantastic position already.
- Why choose one one the most motorcycle unfriendly places on earth for such a position? If you want to lobby the government, head 1000 kms north.

This IS a junior level position. If you know about Event Management, people who have less than 5 years of experience are running their own events already in China. This role is looking for someone with about 5 years (or more) of experience. That means the person is probably around 30 or even younger. They are reporting directly to the Country Manager because it is a very flat and small organization in Shanghai. Everyone reports to the Country Manager. This role is by NO MEANS a Chief Operations Office or VP of Marketing as there is someone in a Marketing Manager role. This is equivalent to an Events Coordinator position that will sit on the Marketing team.
Oh and this just in, we are called head hunters in China too.

The person DOES exist I'm sure, I've just met with someone who is actually quite suitable. This position is based in Shanghai because the China HQ is there. The company has just gone from a Rep Office to a WOFE and is investing in this country. Asking WHY a company entered China is a question that I will not even answer here....

I hope this is clear: the job is legit. They want someone who rides/likes riding and has event management experience. This candidate's main responsibility is to train riders as well as coordinate customer events all over the country.

What is the relation between "less than five years of experience running their own events" and the age of 30 or younger with more than five years of experience?
You say in one sentence that the position reports to the country manager (gm, i suppose) and revoke this in the next sentence stating that there is a marketing manager. So, who is the position reporting to?

After you downgraded the position several times, now this person may exist. A famous international luxury motorcycle brand locates it's HQ in Shanghai? Recreational biking in China is unpopular and the legal basis is not in it's favor, so lobbying the govt is inevitable and Shanghai is not the place for it.

The job may be legit but it is not very professional advertised with a lot of contradictions between the original "ideal candidate" search and the statements in the previous post. Hard to believe that a famous international luxury motorcycle brand is behind all this.

But I saw the company and "head hunters" (aka bottom feed dewlers) in Australia.
Advertising for employers for "famous motorcycle company" and there famous and well regarded V-twin motorcycle.
Victory motorcycle.
Abit of creativity there.
So this job in Shanghai has gone from upper management to riding instructor.

there are just too many contradictions and inconsistencies for the position... in my opinion, the position is a key position and requires someone flexible with significant motorcycling experience and well rounded motorcycle exposure with a significant marketing or event background, who is bilingual (Mandarin/English). Given that the position reports to the country manager but works in with the marketing manager, I see the position as more a senior one and not junior... that aspect to me is just the company trying to pay as little as possible... and given the requirements is a recipe for disaster. A true luxury brand would know this... and while all companies want to minimise their overheads/salaries etc true luxury brands know the importance of investing in high calibre staff, especially any company that has exposure to the 'Chinese' market and way of doing/conducting business. The requirement that the candidate is involved in setting up rider training etc only further enhances how significant a position this one is... I ride with many Chinese guys who ride large displacement bikes, where it's plainly evident their lack of advanced rider training. So the candidate needs to have completed an advanced riders course as well as have significant riding experience and exposure. It seems to me the company in question need to re-evaluate the position requirements and be realistic about it. From what I have read here and elsewhere, including having received the job description, the position is really suited to a foreigner who is more likely to have the understanding, depth of knowledge and experience required, and true appreciation for what a quality brand represents and is all about. Not something many Chinese (even wealthy ones) here have. Victoria, I can introduce you to the GM's of some 5 star hotels who can share with you some stories/experiences of the newly rich Chinese in PRC.

Note: I never downgraded the role, it was never advertised as an upper management role. The position reports to the Country Manager, not the Marketing Manager.
On the other hand, Thank you to those on the site (you know who you are) who helped out, I met with, and/or recommended someone and understood the requirements of the role. I appreciate it a lot and I think we are quite close to the right person!

Has extensive experience with world famous European motorcycle company both in China and Europe.
Is a licensed rider trainer for world famous European motorcycle company(you don't get any better) with experience both in Europe and China.
Has extensive motorcycle travel experience through out China over many years.
