Fees and license penalties
Long time no post. I was recently driving along the side of the north second ring road near Deshengmen and got racially profiled/pulled over. I'm legal with license, but my bike had a jing-b. The officer tried to fine me 200rmb and take 6 points off my license. I raised hell, and in the end got out of the ticket and went on my merry way. I guess that's more of a statement than a question, but does anybody know traffic violations plus their corresponding fines/license point deductions?

Interesting.
I have heard many different stories from people about what the fine/penalties are for "B" plates inside the 4th ring road. The Chinese forums seem to suggest that the typical fine is 100 rmb, with no points. But there are also stories of larger fines and points. It may be the discretion of the officer? Honestly, I have no idea.
There is an English email service that the Traffic Management Branch runs. You email your question, and it responds rather quickly. It is a great service!
I'd email your question, but I think they might be getting fed up with my endless questions concerning registrations, plates, transfers, scrapping bikes, etc.
Give it a shot ... ask them ... and then let us know here what the "risks" are.

Had an interesting discussions with a few BJ bikers about riding a Shanghai "A" plated bike around Beijing, anyone has any solid info and riding / parking would include the Gumao area.
It's a "A" plate after all but This Is China........

According to Beijing's Traffic Management Branch, the rule for non-Beijing bikes is the same as for non-Beijing cars. It cannot be driven on any roads within the the 5th ring road during morning and evening rush hours, Monday to Friday. Guomao is inside that restricted area.
Non-Beijing vehicles are also subjected to the daily plate restrictions for the hours of 0600 to 2000 (e.g., plates ending in the numbers 3 & 8 cannot be driven on Mondays; 4 & 9 on Tuesdays, and so on). This is identical to what Beijing vehicles are subjected to. Contrary to popular belief, this also applies to motorcycles.
Parking a vehicle isn't impacted. One of my bikes has a legal Hebei plate (non-Beijing), and as long as it is parked, there is no problem. The restrictions apply only to vehicles being driven on the roads.
A little caution - the major East/West road through Beijing (Chang An), which intersects the Guomao area at the East 3rd ring road is probably the most heavily enforced road in Beijing. This is the road that goes past the Forbidden City, Tiananmen Square, etc. Motorcycles are prohibited on that road from 0700 to 2000 hrs, seven days a week, all the way from the East 3rd ring road to the West 3rd ring road. It is common for the traffic police to be stationed at every intersection along that road.
Also, motorcycles are prohibited from traveling on the 2nd, 3rd, 4th and 5th ring roads. You can ride on the side roads, however.
Finally, and relating to the original post, there is a restriction that ONLY 京A plated motorcycles are permitted anywhere inside the 4th ring road. This raises a couple of interesting questions that I haven't been able to get a clear answer to. Does this mean that non-Beijing bikes (e.g., my one Hebei plated bike) can also not travel inside the 4th ring road, at any time? The answer I received was "yes, probably". And does it mean that non-Beijing bikes are subjected to the rush hour & plate number restrictions only between the 5th and 4th ring roads (i.e., they cannot travel inside the 4th ring road, and the rules do not apply outside the 5th ring road)? Again, the answer I received was "yes, probably."
Confusing, convoluted, but as you note ... TIC.
Also, like everything else, it depends entirely on how lucky/unlucky you are. What is patently obvious, however, is that enforcement of motorcycle laws is becoming much stricter each year.

Actually I was considering banning all motorcycles and making the penalty for riding them death.

It also all depends on the time you plan to drive. From 8:00-9:00 in the morning (on workdays) there is definitely more police. Same goes for the peak period at night.
I do often drive on the side road of Chang An jie between East 3rd and 2nd ring, never got stopped. End of last year I once got stopped for driving on the day I'm not supposed to drive due to the plate number restriction. However I still drive on the day I'm not allowed to every week, I just make sure now they don't have a chance to stop me. Currently the police density at the east side of Chang An jie is not that high in my opinion, it has been worse!
So I think you'll be fine if you avoid rush hour as much as possible!

I've been riding the 4th & 5th ring in BJ almost daily for a couple of years and the 2nd & 3rd ring for a couple of months. I have never got fined nor stopped although passing police posts and the countless cameras.
Been on Changan passing Wangfujing, Tiananmen occasionally and never fined or stopped - keep riding in the left lane and they won't stop you.
I've mostly ignored the non-driving day (with the bike) and once stopped, the officer told me that they won't enforce it for legal bikes.
京A, I have to add.
As for the ban on the ring roads, when you ride the airport expressway towards downtown, you can't find any "bikes forbidden" sign on the exits leading to the ring roads. The "no bikes" signs are on most of the entrances from the side roads, but there are some without those. Of course we could use the traffic police e-mail system and tell them to add more signs :naughty:
TB, I guess you will be fine with your legal Shanghai plate :deal:

Still no word from the friendly ppl over at the traffic bureau. I wonder if they themselves don't have a definitive answer. lol.

Also, does anybody know the website where you can check to see if you vehicle has any outstanding tickets? My bike is registered in a company name outside 4th ring road (so I won't receive the ticket via mail), and I'll admit I (very rarely) will carefully run a red light if the area is deserted.

Just finished another bike transfer this morning and I asked the agent about penalties, etc. He said that about a quarter of the bike plates he has been doing this month have camera fines attached (mine was also clean, thank heavens). Last year, he said it was maybe 1 in 10. Same story over on the Chinese forums. Lots of info there about experiences with fines, cameras, ring roads, Chang An, etc.
I guess it really all depends on how lucky you are feeling, and whether one wants to break the laws "just because."
Carrying the logic further, one could say ... h3ll, i don't even need a driving license because i just won't stop. Heard yesterday that two European guys were stopped in a MC checkpoint out in ShunYi ... no DLs ... automatic 15 day administrative detention. Lot of favors called in to get their sorry asses kept out of jail.
No wonder we all get a bad rep.

Same here, still suprised I never got any camera tickets. Either a lot of camera's don't actually work, or my JH600 has some kind of stealth functionality I'm not aware of.

I rode my 沪A plated Jialing quite a bit in downtown Beijing during my visit in July 2010, and had no problems anywhere. Of course I always tend to be looking precisely the other way when police start flagging me down. OK, to be honest, that didn't happen even once.
I'm thinking that you ride respectfully and responsibly, just as we would here in Shanghai, and you'll be fine. If you are stopped, friendliness and humor (and a fake Shanghai accent) go a long way.
I do wonder what would happen if you got nailed by a camera with an out-of-town plate.
