welcome aboard the MCM craZies bus... Post up a few photos, cause a post without photos means it is just ether.... also 250 chopper is so generic.
Wish I could say more about the 250cc chopper, but I really don't know much about it. Not even a brand name. I did post a pic of it in my profile and just now added an avatar. Maybe you guys and help me with the brand and more info on it. It did not come with any paper work, I bought it off of Craigslist. It does have a sticker on the stem, but its kinda worn. All that I can make out is the year, some of the vin, and the manufacture's name. I will take a pic of it tonight when I get home. Its 6:50 in the morning here and just got to work. BTW, the VIN should likely be stamped, down the neck or somewhere, not on a tag...
if it isn't, you might have a problem if you want to put it on the road.
Hope you didnt pay too much for a bike without a papers, in the states you can get these things as little as 2000 new, 1000 used, i dont know how much one is worth with no papers...

Looks identical to this model from Ningbo Chariot Industry Trade Co. Ltd. which are located in Yinzhou area of Ningbo city (same city as I'm located).
Problem is these types of companies are not fully fledged motorcycle manufacturers, rather they buy of the shelf parts and assemble under their own logo/company name. There were thousands of these types of companies around, though with the tougher economic climate, not so many have survived - but I'd guess there must be still 1000's around.
Do a search using Baidu.com; Taobao.com; Alibaba.com or hit up MJH a usually well informed member on MCM about m/c manufacturers originating out of PRC.

I am not sure if Xingyue is still officially in the US as a distributor, but their bikes , or some of them, are US/DOT legal. Google them...I think there is a Xingyue Canada. But since a lot of chinese bikes have interchangeable parts, like on your , I mentioned Ice Bear
Nice pick up! Looks pretty unique, i dont think you're going to be seeing anything else like it down the road. I would recommend to definitely have it taken care of and looked after. Get some maint done and keep it on the road.

Also just a heads up since you rae in NC, I would personally avoid shopping with jafrum. Stick with leatherup.com www.motorcyclehouse.com or revzilla. I have had bad experienced with Jafrum before
