How to remove tach cable and close the hole?

So i'm planning to remove tachometer and cable that ends up in engine [see picture]. Motorcycle is Senke 125CG Tembo.
Anybody has idea how to remove it and how to close hole after tach cable removal?

It must be threaded, isn't it?

Not sure as if threaded it should have some sort of shape for wrench - which this one does not. I'm suspecting that maybe that little phillips head screw next to it might help but would not experiment as i might make something else inside lose.

Anybody idea?
