Hi MJH - I used to own a 1960's Honda, so I am aware of Benly.
This one I saw is definitely brand new. It had about 100k on the clock and Chinese VIN plate.
I guess it is some sort of licensed re-issue.

My guess would be that only the frames original and maybe the head lamb with the speedometer. Its not impossible that the TAGS/VIN are repurposed from another 110cc, one that could be easily plated The frame could have been stripped and welded up and then painted and re-tagged? New standards I thought require the VIN to be etched into the steering collar? But back then the tags may have been riveted on, but today the standard makes them unalterable.
