200gy clutch problem... more than just a cable?

I climbed the hill to my house yesterday on my 200gy in second gear. When I got to the top and pulled the clutch lever- it broke down by the arm on the motor. Not understanding why this happened, I bought a new clutch cable to replace the broke one anyway.

My problem is that the lever (#27) on the motor does not return to its proper placement, it is slack and I am unable to shift out of first using my finger to push it. Any recommendations?

I think there must be a spring somewhere that I lost or became disconnected.
