I am not certain but typically the distributor is usually a subsidiary of the manufacturer. A division of the company set up in the area / region they distribute into.

They prefer fully owned, in some they are only equity partners.
For sure WK is continuing with CFMOTO they added a second Zebra race bike, they will have two at the Isle of Man TT.

Look like the Republic of China is getting involved in having a 650cc parrallel twin in their line up from these EU registration images. Kymco do have a manufacturing partnership with Kawasaki on their Scooters but with the ER6s'/ER4s' built in Thailand Kymco probably bought the rights to produce the engine too. To be honest the new NK650/400 look a lot better as the Kymco looks rather like the old Benelli Tornado.
