Does anyone know for sure if the 3rd hole on the bottom of this plunger is supposed to be open and NOT Covered by the plate on the inside? I just need some more verification that I have the plate in correctly?

Here in detail the needle and the venturi. A hole called gicleur vacuum, the venturi interconnects the part above the diaphragm to the area of the engine intake. When the pressure is low in this area, the diaphragm is sucked into that hole, and raises the venturi
