沪A plates are available in the open market, and most any shop knows how to find them for you. If you are not buying a bike from a shop, a dealer will have less incentive to help you find one, unless you pay for the service. You can find private dealers hanging around at the Pudong Vehicle Management Bureau who can make it happen.
