To be honest, calling is a waste of time. Set aside some time, and go to the Vehicle Management Bureau. Go to the information counter and say you already have a C1 and have come to add D or E. Don't take "no" for an answer, though I don't think you will hear anything about this 1 year requirement. If you already have a foreign motorcycle license, it's less trouble. You get it translated and get the translation notarized, which takes 10 minutes at a place on Beijing Lu near Xikang Lu. Then you go to the bureau, do the paperwork and schedule a test. If you go early in the day and are very lucky, you might get to take the test the same day (space is limited, and they make appointments). But you should plan on making at least a couple of treks to the bureau. If you need to take the driving course, well, you know the drill from above.
Telephone calls are worse than worthless. No one has a name and there is zero responsibility. You have no idea whether the person taking your call has any knowledge of anything.

Yes you are perfectly right, I will go tomorrow and make it happened. I do not have the license from my native country as it was too expensive for me at the time. Thanks a lot!
