cant work it out

hi my wee sym scooter wont start and ive tryed everything.it has a good spark at plug,getting fuel ok,air/fuel filters ok,compression good,cleaned and blew out carb/jets and needles 3 times,checked woodruff key,drained fuel put in new,check any kill switches,put fuel down plug hole no fire just slight like always,its got my head wrecked.could it be the cdi even though i have a good spark.you cant really test them and i dont want to buy one if i dont need one they arnt cheap

checked the Valve clearence ?

Could be starter, Stator,CDI(sounds more like it), Carb float's
