I have used this agent, personally, at least 10 times for motorcycles. I've also referred friends who need an agent. Further, the reputable dealers around town use this agent. In fact, the owner of Qili Motors was who introduced me to this agent a few years ago.
The current price for his service is about 400 rmb (well worth it). You will also be charged his disbursements at the traffic office (e.g,. new plate fee, paperwork fee, photocopying, etc). Usually, a straightforward transfer will be about 650 rmb, including everything. He will also arrange new A plates, at the lowest market price (which is why the dealers use him)
You can tell him the "old foreigner" Su Wei Cheng (my Chinese name) from Fuli Cheng (my apartment complex) sent you.
He only speaks Chinese.

By the way, to save time & inconvenience for all parties, make sure you have ...
1) MORE than a 6 month, continuous stay, visa. "More than 6 months" means at least 184 full days (yes, the police do count the days). A 1 year multiple-entry visa with 3 month stays is NOT sufficient. One year (or more) spousal, work, professional, or investment visas (each that allow a continuous stay) are the most common acceptable visas.
2) A current residency registration document (Beijing) for >6 months.
3) The original fapiao, green book, blue book, both original plates, little black tax-paid booklet, current insurance documents (insurance fapiao and wallet-sized insurance card). and proof that the vehicle inspections are shown to be up-to-date (found on blue book's secondary card). You cannot register/transfer a bike in Beijing without these.
4) All fines/penalties are paid.
5) Enough money to pay the purchase tax to the agent, if you are buying a new bike (the agent pays the tax during the registration & plating process, on your behalf). There is no tax on used bikes.

I've heard this guy has a knack for acquiring / selling good numbers, if that is important to you. Personally, I've never inquired, although I suspect that premium numbers command premium prices. BTW, 66666 is coming up (if not already issued), as the 66nnn series started recently. I'd guess that the Harley dealer will somehow grab it.
Oh, and Beijing's policy about 47nnn being foreign-owned has stopped - foreign-owned bikes are now just "regular" numbers, and 47nnn plates can be owned by resident Chinese. It will probably take a few years for this to run its course.

An insane TIC moment has hit Beijing. The agent noted above (Qin) acquired the 京A 66666 plate. He did this, as expected, by bringing in a large number of unplated bikes for new registrations when the number was due to come up. Motorcycle plate numbers are issued sequentially in Beijing.
The 京A 66666 plate ended up on a little Honda scooter.

wow- thats just a litle more than superstitious isnt it....
i think heving the scooter thrown in for that price is the least they could do !
i wonder though,,,,would that extra 6 make it the 'number of the Beasts' - plural ?
