Questions about licence and buying decent bike in guangzhou(panyu)

Hi everybody this is Cagri from turkey. I've been to guangzhou for almost 5 years already. since I been to guangzhou every single ppl i ever ask about walkthrough of licence and motorbike plate, I had same faces from everyone " that is impossible" by accident i found this forum today, checked a bit and also found some info what kind of difficulties some other ppl had here in gz, but generally they are pretty old posts.so I dont know since if it is changed by any chance to get it any easier, but if you would give me some informations about it, that will be so nice.
I have my resident visa here in guangzhou but as far as i found i must be registered in panyu( which is fine i could do it) to get my license for motorbike, beside that where should i go? what should i do? is there any agency would follow the routine for me and give me my plate and license?

I am big fan of cruiser bikes. and currently i have one suzuki vz 800 intruder m800 in turkey, where should i go to buy a nice decent cruiser bike here in guangzhou or panyu? and which bike you would suggest for me? i am really afraid of chinese models in my country they are giving nightmare enough to riders hehe.
