It depends on what you are doing.
If you are converting a home DL to a Chinese one, it only requires two visits to the foreigners' TMB (open late each evening, and also on Saturdays):
1) one visit to hand in all your paperwork (including completed medical form) and (assuming all the paperwork is in order) schedule the computer test (I recently heard there was a 3 week waiting period); and,
2) one visit to do the test (assuming you pass)
I don't think you need that new, second exam for a DL conversion? Someone may correct me on that one. Since Jan 1, 2013, things are somewhat different.
If, however, you are taking the entire course for a motorcycle license (e.g., at Laoshan), the course itself (and road test) is one week (5 working days). In addition, you have two written exams that are scheduled beforehand.
I've heard that there is about a 3 month waiting period to get into Laoshan. Well, there is for an E -> D conversion.
1 week = unlikely... even you are converting from a foreign issued DL to a PRC one, it will require all completed parts and correct paperwork submitted one day with the applicable traffic police vehicle administration 交警大队车辆管理所. You'll then be issued a exam date to sit the written test, usually some other time and date than the date you submit the required documents etc. This last part may not always be the case given that many situations and circumstances differ in the many kingdoOms that make up the matrix of China's empire.
As LJH wrote, if you are starting a drivers license from scratch e.g. learning, then you'll need to multiply the time exponentially...
Just wanted to update this thread. Apparently, they do not have the new test materials in English yet. I will start learning the car vocab and studying for the test in Chinese. Pain in the arse. . .

Larger than Laoshan (and apparently more professional), I have heard that it now accepts foreigners, and offers both exams in English.
