Shanghai Motorcycle restricted area(s).
Like many cities in mainland Ch!na (approx 173 cities give or take), Shanghai has in place various by-laws restricting or banning where motorcycles/motor-scooters may be ridden.
The following post and links pertain to;
1. Motorcycles/mopeds with out-of-town plates riding within Shanghai, and the restrictions to the movement/use within Shanghai motorcycle restricted zone.
2. Motorcycles with Shanghai 'A' or 'B' plates, and the restriction to movement/use even in relation to the specific Shanghai motorcycle A/B restricted zone.
3. Motorcycles with Shanghai 'C' plates, and the restriction to movement/use.

Footnote: if one considers the cost of buying a Shanghai A/B (~130,000CNY) versus C plate (~25,000CNY) or versus getting the bike plated with a legal 'out-of-town' plate for a fraction of the Shanghai extortion like prices.
The fine for getting caught riding a motorcycle or moped without the correct plates within any of the Shanghai restricted zone, or a motorcycle/moped equipped with the correct plate but ridden in violation/place forbidden within the restricted zone is 200CNY, therefore;
The cost of a Shanghai motorcycle A/B plate is equivalent to 650 traffic fines @ 200CNY each which equals the cost of purchasing (privilege) the A/B plate. 650 x 200 = 130,000CNY
The cost of a Shanghai motorcycle 'C' plate is equivalent to 125 traffic fines for violating the restricted zone @ 200CNY which equals the cost of purchasing (privilege) the C plate. 125 x 200 = 25,000CNY
Having a Shanghai (Hu) A/B motorcycle plate (inner Shanghai zone) doesn't allow said bike to ride without restriction within that zone despite paying for the privilege - meaning there are still roads forbidden to Shanghai A/B plated motorcycles/mopeds within the restricted zone.
Just sayin...

Great information.
So basically in Shanghai always get a plate from outside and never bother locally registering a bike if you have any connections outside the city. Do lots of right turns to avoid having to chat to the police unnecessarily, and always have a spare 200 yuan in cash. This will work out cheaper in the end unless you get caught over 125 times! I guess the car fine is higher and they have automatic camera based fines for those?

I don't think so, I live near the zhongshan park area in Shanghai and I could easily count 500 odd vehicles a hour passing through that doesn't have a shanghai plate. I mean, people need to come to Shanghai all the time from neighbouring jiangsu province. From what I understand you need to have you're ID registered in Shanghai to even get the plate.
The Shanghai plate is just a load of b****cks in my opinion. :icon10:

I don't know much about Shanghai, but with Beijing the out-of-town cars have to stop by an office on the intersection of some various ring-roads and Expressways and buy a windscreen sticker allowing that vehicle to drive in Beijing or get some huge fine or other. Obviously being illogical car obsessed automatons there would be no similar facility for motorcycles. :deal:

This used to be the case in SH also. When I was undertaking my MBA in SH (through most of 2009), driving up most weekends over the period of that year, at the SH boundary with Zhejiang province, one not only paid for the Expressway 'toll' but also a special label that allowed the 'car' to be driven on SH roads - and I believe covered some form of insurance. I seem to recall the fee was an additional 50kuai. I still have one of those labels on my car windscreen (which had to be affixed to the top LHS) from 2009 I believe. It was one label allowing 24 hour access to some of SH roads (but not all). The same label had to be paid at any of the highway tollbooths heading into SH too so it was a little difficult to avoid (though there used to be one way to get round a highway toll back in the day if one could be bothered). Motorcycles though never had to pay this SH entry fee, which is why I attempted to ride my motorcycle from NB to SH as often as I was willing to put up with the 8 hour one way ride (three-four times as long as it took to drive the car on the Expressway).
I'm certain I drove to SH within the last year or two and remember being somewhat surprised that the label/fee were no longer required. I could be mistaken though. By the same token I have ridden to SH many many times since moving from SH (11 years ago) by motorcycle which had an out-of-town plate (NB, Zhejiang). Never once was I stopped/fined or had to explain myself to any SH authority, despite having ridden inside the restricted zone (People's Square, The Bund, Zhabei, Nanjing Dong Lu, Lui Jia Zui, et al. I think though I'd be able to show that I genuinely live outside SH, and would therefore be able to argue 'just visiting' with a high degree of confidence if I were/had been stopped by SH Traffic police.
Not saying such a defence would work, but I would argue the case.
I attempted a similar argument with the Traffic Police on the Zhejiang section of the G60 Expressway when I rode back from Thailand early March just gone, and was stopped/intercepted some 350km from home having already ridden some 3000+km on the Expressway from Xishuangbanna. I argued politely, I've a legal bike, legal plate, paid the exorbitant tax (~10K), insurance, have legal driver licence, and importantly if BJ national law does not forbid motorcycles from using Expressway, does it mean that Zhejiang by-laws trump the BJ national law. Or as I put it another way, is Zhejiang province not part of mainland China. Not to say it worked, though the Police did call the head of the Police to try and get a special clearance to allow me to continue - but failed. The Police tried to persuade me that the Expressway was a dangerous place to ride, and that a motorcycle would be safer ridden on the normal roads/highways... if it wasn't so sad such a statement would be laughable. Ironically as I rode several kilometres from where I'd exited the G60, I was almost T-boned by a vehicle that proceeded from a small side road driven by a clueless driver, who, as is customary round TIC failed to observe driving basics/fundamentals to look left and right. As I chant over and over, TIC the LFZ.
In recent years there are so many vehicles inside SH adorned with out-of-town plates (despite SH government policies to curtail such practice), that out of town plated vehicles are able to have inspections completed in SH without the need to return to the city/province from which the plate is from, to undertake said inspection. I don't believe this to be extended to out-of-town plated motorcycles/mopeds though.

Lets not forget demerit points as quite a few riders got demerit points for being in restricted areas with outside plates, adds up quickly 4 x three points and bingo!!!!

Hey guys, i'm planning to move to Shanghai from Chengdu, Sichuan province. I've considering buying the bike and registering it in Chengdu before I move. I know there is a 200rmb fine for driving in restricted areas. With a valid MC licence and waidi registration, I wonder if there are any sort of legal repercussions in the case of an accident if it happens while you are riding in a restricted area. Anybody know?

Do not think of doing this unless you don't care much for your bike. The fine is one thing, but there is demerit points and also the police can confiscate your bike and charge you the shipping and handling fees back to original registration. If you have a fake license then it will just be confiscation and also fines.
This has happened and is occurring more and more in the summer. Seems to get better in the fall in winter months though.

Yes Hu C is the way to go as that is what I am using. I ride regularly in City limits for about 1 year now, and was stopped at a breathalyzer road block they said you have Hu C and I said Yes I'm just passing through. Other times I am just ignored.
I have had a couple gas station ladies refuse to add gas for me, but I just went to a different person AT the SAME gas station and they will do it.
Also I hear the 1st registration has to be in Shanghai as new to get a registration in shanghai. Also you can't change a Hu A to a Hu C or viceversa... pain in the ass..

Thanks a lot for the info Hok, I'm glad to hear that riding legal in Shanghai is still somewhat feasible. Maybe we can rider together after I move there.
so you mean the motorbike must be purchased new in SH in order to get a C plate? May I ask how much you paid for your C plate?
Also, I tried checking on the map, the geographic restrictions for C plates, but since I dont' know SH very well, it's hard to get a good feel for how restricted it really is. Do Hu C restrictions allow you to get around some decent places in SH or is it just the boonies? Thanks again

Traffic police are more interested in alcohol related driving/riding offenders than the plate. But, it does depend on the nature of the targeted check-point. I've ridden multiple times in SH with one or other of my Ningbo plated bikes, and most of the time, never been stopped or hassled by officialdo0m. Never been refused fuel in SH despite having an 'out-of-town' plate. The few times I have been stopped or questioned by the local traffic PSB in SH or other places where motorcycle restrictions apply, I've simply acted friendly, smiled, laughed/chuckled and talked with the local constabulary, answered any questions (where are you from, where are you going, how much, how long you lived here etc). All without incident and never got a ticket. My last ride in SH, I rode a Ningbo plated bike though SH CBD (Hengshan Rd, the Bund, People's Square, Nanjing Dong Lu & Hua Hai Lu), all generally by accident, despite having lived very close to the area (1km from Baoshan Lu MRT Line 3 & 1km from Nanjing Dong Lu). SH has changed so much so I rode round lost half the time, not being able to recognise areas I frequently rode round when I lived in 'SHangers'.

The only time I have almost been refused petrol was on my ride through YunNan riding on the Expressway (GaoSuGong Lu) riding from Ningbo - Thailand and return this past 2nd Jan- 2nd March 2015. Always managed to talk my way through the few times this occurred. Not that I was worried, I was carrying an extra 5L (plastic!) petrol container full of petrol. What annoyed me was the use of the stupid tea pots. One or two petrol stations either had no tea pot (since MC's aren't meant to be ridden on the Expressway). One, the young lady attendant went into a back room and found a dust covered new tea pot that obviously had never been used. The other service station without said tea pot told me to go to the next petrol station... yada yada yada. In all cases, I simply refuelled my bike myself, using my 5L plastic fuel container, then used the tea pot to refill said plastic container. No way I was going to refuel my BMW GS from a bloody tea pot. This is one of the (many) reasons why Ch!na is still a 'developing' country no matter all the glitz and glamour, tall buildings and flash cars. Too many 'Nong's'...

Don't think that is the case. I sold a bike that I owned since new in Ningbo, with a Ningbo district plate, to a German guy living in SH for many years. I was able to assist him to get the bike re-plated with a Ningbo district plate (since change of registered ownership involves returning original plate and new plate issued - this can differ by location or jurisdiction). The new owner transported his 'new' bike complete with new Ningbo plate to SH via company truck. In SH he rode the bike with the Ningbo plate without issue for nearly two years before he subsequently bought a Hu 'C' plate (he lived in the SH outskirts) upon which he transferred the plate with the local SH Traffic Management Bureau without too much difficulty.

Thanks for the feedback bikerdoc. As I read in many of your threads (very informative btw). I think it really is case by case.
For my experiences I was quite shocked as to why the women wouldn't refuel me, but as I spoke with the guy at the adjacent pump he said that cops come by time to time and speak with the workers and say that if they are caught refueling an out of town plate or restricted plate in a restricted area they can get fined, but the guy said he has worked at the station for 2 years and never seen it happen. He then asked me how much I bought my bike for... I don't know why but I get asked all the time at the pump.
A local friend who scoots around in a Taobao 3000 kuai dirt bike said he gets flat out refused to add fuel at 50% of the time as he lives in Jingan.
As for the plate transfer that sounds promising, however we use the same agent that ducati and BMW use occasionally (as they use more than 1) and the agent told us it can't be done. Because my friend bought a used Harley that had an Hu A and we tried to transfer to Hu C. However they were locals. Do you think this has anything to do with it? Also when was the bike you sold transferred to Hu C. We just tried the Harley transfer in late April.

Hu C at the Agent we use is 26k RMB right now. even the Blue Hu A (50cc or less) is 80k.... crazy. I wish I bought my Hu A when I had the chance.
But honestly, if you are a visitor driving around with out of town plates is ok. But if you plan to live here and bike around I would recommend getting the Hu C. but if you just weekend and plan going out of town on those days you can get by with a out of town I guess.

Hok. I'm not sure but I think it is near on impossible to swap a Hu A/B to the outer suburbs Hu C plate. It might be possible if one can show they definitely live outside the Hu A/B catchment. But the Shanghai motorcycle plate business is complex/complicated, not least of which by the fact that the plates can be sold/traded separate to a specific motorcycle, which differs from most other jurisdictions. Availability of plates is also a major contributing factor to such complexities too IMO.
The rules may have changed in regards to a motorcycle having been first registered/plated outside of the big SH. But there's issues and forces at play around transparency and consistency. One can get a different response from the same entity or even person on a different time/day. In my experience, it helps to have someone who knows how to talk and work the system, usually of the female persuasion and local :icon10: :naughty: :mwink:
The experience I recount in my post above about the bike I sold to a SH based foreigner was more than several years ago, so likely rules have changed. But he was also pretty high up in a fairly big company, likely surrounded by locals who knew how to get things done and impossible, made possible. Guanxi.
This I've experienced and seen work first hand. When I bought my new BMW GS last year (~Aug 2014) from BMW Motorrad SH, I first took the bike to the local Traffic Management Bureau PSB for the preliminaries. Turns out the front wire wheel was a different size than that listed in the Traffic Management database. Though this may have been influenced by the model selection I was faced with when making a choice in the Tax Bureau database - where they have listed many BMW GS's, but nothing to differentiate the specific model from another within the category - so selection is blind. This may or may not have had an influence on what the PSB then had the bike model listed as. This meant I had to get the bike 'authenticated' which was not a big deal. The PSB gave me a temporary paper licence plate in the interim.
After the authentication was completed elsewhere, instead of me having to take the bike back to the Traffic Management PSB - a car load of 5 PSB officers arrived in a big Buick at my villa to sort things out, with my GS in the garage, surrounded by my 4 other motorcycles. They left with the authentication documents and dealt with everything. Some days later they returned, and allowed me to select the location to affix new label (which had been translated into Ch!nese) somewhere on the bike.
Some weeks passed, then the day before the limitation for which the bike could be plated fully expired, the head of the PSB called and let me know (through my assistant) of this fact, asking me to come by (without the bike) and picking up my special (numbered) licence plate with documents etc. This means that the process of when the bike starts going through for the plate and the date by which it must be fully plated is fixed. This also means that a person buying a motorcycle officially with an official fapiao also has limitations on the time frame as to when they are allowed to use that fapiao to get the first plate. Also the name on the fapiao is important. Either of these two factors can have a significant impact on any subsequent buyer/owner wanting to plate a bike that has not already been previously plated. There are some guys that buy a bike, get the fapiao but never get a plate, who subsequently sell the new bike to another party. This can create problems for the new buyer attempting to plate the bike for the first time.
All good in the woods. The simple/easy things are complicated/difficult, while the complicated/difficult things are simple/easy. TIC the LFZ.

Shit that big money was told at my local inspection office new plate on my bike was 250RMB 2 tanks of fuel and i rode all over SH with it the other week . life is a bitch and then you marry one

First time got stopped by a Traffic police in city limits. He saw I was a Hu C and very aggressively stopped me at a traffic light and was going to issue me a ticket for driving in inner city with Hu C plates. I was telling him I was just on my way to the yangpu bridge to get to pudong but he didn't care. Then he saw my passport is Canadian and said you are Canadian? Suggested I don't drive motorcycle in China. and gave me back my documents and left... Seems they are getting a bit stricter in Fall seasons. My local friend got a ticket for Hu C two weeks ago...

It's a binge and purge system. They will go anal and to the 'letter of the law' for a few weeks then they will go corrupt and lax for 6 months. Just China, don't stress it. Wrong time, wrong place.

Similar events occurring here too. Every morning and afternoon around peak periods Police at every intersection enforcing both written and unwritten traffic law's it seems. Even cycle lanes (which are 2 car widths wide) any bicycle ebike or other vehicles proceeding counter to the flow of the parallel motor vehicle roadway are being redirected back so that they flow in the same direction as the motor vehicle lane. Even during lunchtime there are lots of Police at intersections. This has been happening for the last couple of weeks during weekdays.
When the Police pack it in for the day then the usual status-quo...chaos descends particularly in regards to poor parking behaviour and cycles and ebikes riding in every direction on cycle lanes. Thankfully the cycle lanes here are massively wide so doesn't cause too much aggro.
These types of enforcement actions are temporary in nature and once the authorities relent the usual etiquette prevails.
Might be a concerted effort in the run up to the October week holiday.

那么摩托车上高速应该注意哪些注意事项?
[QQ News Auto Report] a number of motorcyclists and Expressway users question: Can a high-speed motorcycle on the China Expressway network?
According to 'People's Republic of China on Road Traffic Safety Law' Article 67 stipulates: pedestrians, non-motorised vehicles, tractors, special wheeled mechanical vehicles, articulated buses, full trailers and other designed vehicles with a maximum speed < 70km/h - (such vehicles) are forbidden from entering the Expressway. Accordingly the above provisions did not contain explicit wording that specifically bans motorcycles from Expressways. Consequently legally motorcycles may travel on Expressways; provided (please read on & note paragraph 5),
1. 最外侧行驶另 外根据《中华人民共和国道路交通安全法实施条例》第五节第七十八条规定:高速公路应当标明车道的行驶速度, 最高车速不得超过120公里/小时,最低车速不 得低于60公里/小时。在高速公路上行驶的小型载客汽车最高车速不得超过120公里/小时,其他机动车不得超过100公里/小时, 摩托车不得超过80公里/小时。根据此条规定的速度限制,摩托车只能在高速路最外侧车道行驶,如果违反以上规定,在高速公路超速或不 按规定道路行驶的,将 被处以200元罚款、扣6分。
1. Motorcycles must be ridden on the outermost right lane, according to the provisions of Article 78 of Section V, 'People's Republic of China on Road Traffic Safety Law Implementing Rules': the lane should be marked vehicular driving lane with applicable highway speed, the maximum speed should not exceed 120 km/h, the minimum speed should not be <60 km/h. On Expressways small passenger cars must not exceed the maximum posted speed limit of 120 km/h, whereas other motor vehicles shall not exceed 100 km/h, motorcycles shall not exceed 80 km/h. This provision is based on the set/prescribed speed limits, given that motorcycles are only to ridden in the outermost (right) vehicular driving lane designated on the Expressway. Violation of the above provisions, on any Expressway for speeding or failing to follow the road rules, violators will be fined 200CNY, and have 6 points deducted from their driver's license. It would be worth noting that the outer most right lane, would apply to a vehicular lane and not therefore the emergency breakdown lane or 'shoulder' - this is a possible item of conflict, as it would likely be interpreted differently.

根据《中华人民共和国道路交通安全法实施条例》第五节第八十三条规定:在高速公路上行驶的载货汽车车厢不得 载人。两轮摩托车在高速公路行驶时不得载人。
2. Motorcycle entering/riding on Expressways not to carry pillion passenger.
According to the provisions of section V of Article 83, 'People's Republic of China on Road Traffic Safety Law Implementing Rules': on Expressways, motorcycles can only be ridden by a rider and carriage of pillion passengers is forbidden (even where such is designated on the vehicle registration certificate).
3.摩托车过卡也收费
根据《重大节假日免收小型客车通行费实施方案》规定,除了在特定的节假日免费通行外,其他时间按7座以下小 客车计费标准缴费。也就是说在非免费通行期间,摩托车在上高速公路行驶前也需在收费站领取通行卡,收费标准 按7坐以下的小客车标准收费。
3. Motorcycle Expressway access (toll) - card charges.
According to 'major holidays waiver small passenger car toll plan' provision; that in addition to free passage during designated national holiday periods, at all other times vehicles registered to carry seven passengers or less shall be subject to the standard Expressway toll fee payment. That is during the non-free passage periods of time (national holidays), motorcycles entering onto the Expressway also need to obtain Expressway 'access card' (toll card) at the toll station of entry, and will be subject to the standard charges/fare set for the aforementioned small passenger vehicles. In other words, Expressways that allow motorcycle entry require the rider to stop and collect a toll card upon entry at a 'Toll Station'. The Expressway card (toll card) is required to be returned at the exiting 'Toll Station' with applicable fees paid. The applicable fees for a motorcycle are the same as those charged for a small passenger vehicle (7 seats or less).
4.一定要穿戴头盔、护具
【新机动车驾驶证申领管理办法】规定,驾驶摩托车未戴头盔,扣2分,罚款200元。
4. Motorcyclists must always wear a helmet when operating a motorcycle, and are recommended to wear motorcycle protective clothing/gear.
[New motor vehicle driver's license to apply management practices] regulations, motorcyclists not wearing helmets are subject to penalty of;

5.注意通行标志
一定要看收费站入口前,有无禁止摩托车通行标志,有禁行标志,切勿通行。若被高速公路交警大队的交警拦下, 会根据【中华人民共和国道路交通安全法】39条,给开据扣2分,罚款200元的罚单。
5. Traffic signs at Expressway Entry/On-ramp
At the entrance to Expressway toll stations, numerous traffic sign designate what vehicles or other potential Expressway users are forbidden etc. A sign that forbids motorcycle entry as denoted by a round sign, depicting a motorcycle silhouette in black with white background, with a red circle and red diagonal line (meaning a 'forbidden' sign, do not pass/enter). If motorcycles enter such Expressways in violation of such a sign and the rider of a motorcycle is subsequently stopped by traffic police /highway traffic police within the banned section, shall according to People's Republic of China on Road Traffic Safety Law [39], may be subject to penalty of; deduction of 2 demerit points on violators drivers license, and a fine of 200CNY.
6.其他注意事项
超车前需打左转向灯,在左侧车道超车,待超车后关闭左转向灯;摩托车出现故障,需打双闪灯或右转向灯,停泊 在应急车道,排除故障。中途若有事和休息,需到服务区。
6. Other Considerations
Overtaking/passing should only occur in the left hand lane of a vehicle to be overtaken/passed. Before initiating the overtaking/passing manoeuvre, the motorcyclist is required to indicate using the motorcycle left turn indicator/signal, prior to moving into the left lane to overtake/pass traffic. Once the overtaking/passing manoeuvre is completed the motorcyclist should use the right hand turn indicator/signal and move into the right hand lane. Should the motorcycle break-down, the rider should activate/switch on the motorcycles hazard lights (where fitted) or use the right hand indicator/turn signal, and/or stop/move the motorcycle to the emergency lane (right Expressway shoulder), before troubleshooting the cause of the motorcycle breakdown. If riding a long distance the rider should stop halfway and rest in the designated 'service areas'.

Hey guys, I want to pick up this thread for some updated info if anyone has some. Moving to Shanghai in the summer, and wondering if I should take my 京B plated GW250 with me, or just sell it here in BJ? I'm not planning on riding it a ton in SH, but the occasional weekend ride might be nice. Am I asking for trouble, though, cruising around SH with a BJ plate? Will I even be able to get petrol? Thanks for the thoughts.

This is very difficult to answer. However, I would just tell you the situation now in SH. At 7:30 am to 10:30 am Mid-day and then 430 to 7pm there are traffic cops at virtually every major (or mid-high traffic corners). Even on Sundays Inner ring this happens.
The law has clearly stated that no outside plated motorcycles are allowed in SH city limits. There is some videos here and there of the police stopping truck loads of scooters and motorcycles at the city boarder. If you ride in city limits you will be stopped and you will get penalized (list and list of real world examples) IE there is likely no more riding around for 2 years without getting caught and everything is fine.
However, personally it depends on where you live... if you live in Min Hang and you don't ride everyday and just take the bike out on weekends to Zhejiang area, I would say I would take the risk. If you live anywhere within mid ring... no... But I would keep the 京B plate and get some cheapass bike to put it on or just buy a new bike with Hu C... depends on your budget...
