The MC's in the first link looks to be either Honda ST1300's or BMW R1200RT or similar. The headlights do not seem to fit the profile of the CFMoto 650TR. The screen design also seems different to the aforementioned TR as well. The photo on page 4 in the link where the bikes are in a V formation and also again on page 7, these look to be BMW's... and the photos on the next page, page 5, are definitely BMW, but R series. Difficult to determine if the photos of the bikes on page 1 are definitely the same as the BMW bikes in page 4 & 7.
The lower pic in your post LJH, seem to be similar to Honda CB750F (fours). In NZ back in the day traffic officers which were under the Ministry of Transport (separate to the Police back then), used CB750F for a few years. These bikes profiles in the photo have a similar appearance. But really need some more photos... to make a better guess.

I agree - they seem to be BMWs or Honda STs. I once saw some white Honda ST-like bikes being ridden by the police around Tiananmen Square, on regular duty. The bikes had very little badging, except for "Honda" and "800" (presumably the displacement).
The 1982 pic seems to show jugs that hang out on the side (BMW or CJ style), with the exhaust header coming out from the jug. But the forks & headlight appear somewhat Japanese (although probably unlikely in 1982 China).

Interesting trivia tidbit ... prior to the series starting production, Ponch (Erik Estrada) had zero experience with motorcycles. Further, Estrada never had a motorcycle endorsement on his driving license for the entire six year production run of that series. After the series ended, Estrada needed 3 attempts to finally get his endorsement.

I absolutely loved that show (when I was a child, and as a child I wasn't always allowed to watch it depending on what time it was on during the evening). CHIPS inspired me to apply to become a traffic officer back in the day just so I could ride bikes for a career. I was too young though at the time being only 17, with entry age being restricted to 18yo+. About a year later I applied and started a job as a contract motorcycle courier instead - which I did for ~6-7 years (seems like a former life today though).
Wonder if it's possible to download all of the CHIPS series? I know the answer to that one already... a simple online search

I remember when Eric Estrada (or the other guy??) had an accident filming one of the episodes which ended these two actually riding bikes (they used stunt doubles and a trailer when they filmed close ups). One of the episodes beginning scenes was filmed near my (parents') house in Northridge, California back in '79 or '80 when I was 9 or ten (the one, if you remember, when the mayor's limousine was stolen, and Jon and Ponch happened to see it abandoned next to the road--that episode :)).
