Fines on my plates

I think someone wrote there is a site, where i can check if there are fines on my plates. I can't find it. Is there something like this? Thanks!

It only works when I use Internet Explorer (not Firefox or Chrome).

Left hand side of the screen, half way down. Enter your plate number (e.g., A47001) and engine number. Click, then a new screen comes up with a code that you have to copy/enter. Click in the space provided, enter the displayed code, click enter. You will then get another page with your plate number. Click the plate number and you will see if there are any fines.

You might need a Chinese-reader to help the first time.
