According to the EPA filing 2010 the DR200SE is rated at 15kw@8500rpm or 20hp ASKXC.199VR1-008
The Jinan Qingqi 200 is rated at 12kw@6500rpm or 16.32hp. AQNKC0.20N2Q-001-R01
If you copy the EPA certificate into a “FIND” from the “TOOL” menu on your browser once you enter the data page you can see the actual ratings. Why would they be different? That is the information submitted on the EPA application.
The EPA has not published the 2012 list yet, when they do I will download it and summarize it.

First thing I checked is American Lifan...here is what they have certified.
