From January 1st, 2010, a driving license will be required to ride electric motorcycles. Two wheelers, weighing over 40kgs or exceed a speed of 20 km/h are considered electric motorcycles and will have to have a license plate as well as insurance.

Theoretically they are not allowed on bicycle lanes anymore. Let's see.
