I seem to recall Chinabiker knew a way to get a temporary license in Beijing but I'm not sure about the details.

Eeeexcellent. So it is doable! By any chance, does anyone know who to contact regarding getting a permit to cross the Mongolia border by land? I've heard it's possible, but it required prior permission...
