Ducati will be offering this model, the M795 for 2012, in the Asian Market. Price in India will be around $13,500.00 (Rs 6.99 lakh)

Speaking on the occasion, Mr. Ashish Chordia, CEO, Ducati India, said that company has specially developed this urban entry level model for the Asian market, and it will have no competition in the country. He added, "The new Monster 795 has been eagerly awaited in India and we have priced it attractively to make it easier for Ducatists to own their favorite brand.” According to Mr. Mirko Bordiga, CEO, Ducati Asia Pacific, the Monster has been firm’s highest selling premium model across the globe. Besides M795, Ducati’s India portfolio includes about 13 other models such as Hypermotard and Super Bike. The firm aims to raise the number of its sales outlets in India to 13 by the end of this year.

Its not a joke either, seems like it, but actually isn't.
    Ducati’s Monster M795

My question is how is it different from the 796? That sells for $3,000.00 less in the US?
Or better yet why not offer the 696 version it has an MSRP of $8,750.00 in the US, or would that offend the hyper rich?

It is a joke. An entry level bike in India is a 50cc Chinese scooter.

Ducati tries to evade (a part) of the extraordinary import taxes by shipping the main components to Thailand, and assemble there.
From there, it seems the import taxes are lower to most of the Asian countries,

They further kind of dresses down the design, using the cheaper components of the serie (like the double-sided swingarm in stead of the mono-side of the 796).

With that, they created a less expensive entrance model, which will most likely doing better in most Asian countries, where roads and traffic do not cater for hyper sport bikes anyway (talking from experience on the last statement ).
The 795 model will be an "Asia only".

So Ducati has a similar process for bringing their entry level motorcycle to the market as Kawasaki and Honda. Except the latters Thai models have more domestic Thai components and are also distributed globally. Explains why the Ninja250 and CBR250 are both sold in India. It also helps explain the retail price differences, between different global markets, it is primarily tariffs, the USA having minimal tariffs its retail prices are nearly always the lowest.
