    The VIN submitted on many EPA applications are erroneous or could be called ambiguous, most do not decipher at the first three characters. The EPA should be utilizing the EDV submitted VIN (Emissions Data Vehicle) to validate that the WMI is actually and factually the manufacturer. In fact the contractor managing the EPA data should be linking to the SAE (Society of Automotive Engineers) database that records WMI (World Manufacturer Identification) The EDV Vehicle Identification Number should be rejected if it does not reflect a valid WMI and further it should be rejected if that WMI company has not meet federal regulations of the FVMSS, specifically the NHSTA regulation requiring a filing of a VIN deciphering document and also a disclosure of its state side agent of process. The later is who is managing the distribution in the USA and that information should link to any state issuing that agents business license.

    Here is the issue one single OEM has many Agents of Process, which means that the filing with the NHSTA of that one OEM has to disclose all of its agents of process.

    For example

    I've met the managers of the Peugeot JV here in China, but neglected to ask them whether any of the production at Jinan is destined for export. Though they seem to be aiming primarily at the China market, there's no reason why they shouldn't be using the China JV for export production.
