The VIN submitted on many EPA applications are erroneous or could be called ambiguous, most do not decipher at the first three characters. The EPA should be utilizing the EDV submitted VIN (Emissions Data Vehicle) to validate that the WMI is actually and factually the manufacturer. In fact the contractor managing the EPA data should be linking to the SAE (Society of Automotive Engineers) database that records WMI (World Manufacturer Identification) The EDV Vehicle Identification Number should be rejected if it does not reflect a valid WMI and further it should be rejected if that WMI company has not meet federal regulations of the FVMSS, specifically the NHSTA regulation requiring a filing of a VIN deciphering document and also a disclosure of its state side agent of process. The later is who is managing the distribution in the USA and that information should link to any state issuing that agents business license.
Here is the issue one single OEM has many Agents of Process, which means that the filing with the NHSTA of that one OEM has to disclose all of its agents of process.
For example
Vehicle OEM MFR
NINGBO LONGJIA MOTORCYCLE CO., LTD
NINGBO LONGJIA MOTORCYCLE CO., LTD
NINGBO LONGJIA MOTORCYCLE CO., LTD
NINGBO LONGJIA MOTORCYCLE CO., LTD
Has all of these manufacturing names in the USA in the EPA data.
Manufacuter Name
Qlink L.P.
Yamazuki Inc.
Yamazuki Inc.
Qlink L.P.
They also have all of these listing as the OEM (inconsistent syntax)
Vehicle OEM MFR
Ningbo Longjia Motocycle Co., Ltd.
Ningbo Longjia Motocycle Co., Ltd.
Ningbo Longjia Motocycle Co., Ltd.
These are the manufacturing names used for the above.
Manufacuter Name
Cultura Design LLC. dba Cultura Scooters
Cultura Design LLC. dba Cultura Scooters
National Scooter Company, Inc
Here is still a third variation in syntax for the same OEM. ( not sure what is causing this instance, it may be an extra null or space in the entry of the data)
Vehicle OEM MFR
Ningbo Longjia Motorcycle Co., Ltd.
Ningbo Longjia Motorcycle Co., Ltd.
These are the manufacturing name used for those.
Manufacuter Name
Hua Rong International Corp.
Vitacci Motorcycles, Inc.
A fourth variation…
Vehicle OEM MFR
Ningbo Longjia Motorcycle Co.,LTD
Manufacture under that
Manufacuter Name
Cobra Scooters
So the single OEM Ningbo Lonqiia Motorcyle Co., LTD
Has seven different “manufacturing names in the USA”
The WMI of the OEM is L4H
NINGBO LONGJIA MOTORCYCLE CO., LTD.
They have a filing on record with the NHSTA Part 565
ftp://ftp.nhtsa.dot.gov/mfrmail/ORG3946.pdf
They are not showing any filing for Part 566.
http://ecfr.gpoaccess.gov/cgi/t/text...66_main_02.tpl
What is missing is a list of all seven “manufactures” that are managing the distribution of their products.
They are all in-violation of federal regulations.

Nope, here is a Facebook page that has a few paragraphs about Peugeot, its history from one person perspective.
http://www.peugeotscooters.us/
I've been considering doing some further research on the RDW, that is the entity that manages the Euro certificates, I believe.

03-21-2012, 09:24 AMI've met the managers of the Peugeot JV here in China, but neglected to ask them whether any of the production at Jinan is destined for export. Though they seem to be aiming primarily at the China market, there's no reason why they shouldn't be using the China JV for export production.
cheers
