    Some companies believed that they can use the low cost manufacturing in china to bankroll R&D of more advanced vehicles. Selling low cost vehicles for higher prices under a recognized brand name. Peugeot is supposedly working on greener vehicles, its on their website.

    The Ural IS interesting. The rear suspension look odd, is it chain drive, is that why? I'd also like to know if the horn style headlight brackets could fit on early 80's BMW forks because their hard to find and the bracket on my R/65 is the ugly one that should be covered.

    Oh, Barnone, I'm not sure about other states but in FL you can get a DUI on a skateboard or bicycle etc. If you rigged some training wheels to a refrigerator you could get a DUI in a fridge.

    The government has yet to mandate after market emissions testing on motorcycles, probably never will, so individuals altering or tampering with the emissions go unnoticed, doing so is not considered building your own, however building your own is exempt for any individual for one time, in a lifetime, which is kind of interesting because I really doubt that many if any states that register and title motorcycles have anyway to record that one time exemption. In all realty converting a dirt bike to a street bike can or could be considered a kit build. There are certainly states allowing it, which is illegal since the emissions standards for on and off highway are different. But there is the one time kit build…..so who knows.

    I emailed the NHSTA and asked what regulations cover a kit built motorcycle ? I am so interested to hear how disconnected they are from the EPA and its one time kit built exemption.

    Through my research I have found an unsettling if not bizarre disconnection between not only federal agencies but between each state and existing federal regulations. The later are or can be called highest order, states can add laws but they cannot discount federal laws, they can only supersede them as in being stricter.

    My concern is that some are selling kits…and other then just riding the kit bike illegally with illegal plates and no insurance…how does the process of legally titling and plating go?

    I am going to go out on limb here, I would say that the kit bike seller is the manufacture and they issue an MSO with a VIN and also a decal stating the kit bike meets all FMVSS. As far as them being EPA conforming they do not have to be and the register then expires their one time EPA special exemption.

    I will also likely get a divert and deflect response from the NHSTA….depends on if the person that gets the email actually has any real knowledge?

    Not entirely sure how big this group actually is but they may actually be one that includes, I believe Wuyang - Honda Motors (Guangzhou) Co., Ltd.

    Wuyang ranks 12th in overall sales for 2011 with 900,099 units. They however the two are listed under different names.

    15th Panyu 213,293 units and 20th overall with 368,805 units
    22nd Wuyang 167,491 units and 12th overall 900,099 units.

    Not sure but I think that this group in particular is very large, if it is some how associated with Guangzhou Jin Hao Motorcycle Co., Ltd is unclear…there may be some redundant counting of sales. Jin Hao is listed at 4th largest exporter with 585,682 unit and 14th in overall sales at 695,758, for being that large it is not visible in its marketing.

    Then there is Guangzhou Motors Group Company also listed at 23rd with 358,928 total sales. Which list Wuyang on its website….it begins to looks like sales counts may be redundant.

    Here is a query on the EPA Data, it not a database because it violates rules on normalization. Its a list.
    The query asks for any OEM that has JON in that field.

    Since the EPA does not utilize the WMI to identify a manufacturer, then manual searches have to be done.

    If say the VIN number was utilized then the query would be normal, as in search for the WMI. Then for example if a person entered a VIN it would search the database and find all certified vehicles. You should or would then see your model listed.

    The primary rule of normalization is that there are primary fields in each table.

    Tables are like filling cabinets and the primary field is the index. Secondary indexes are references to other tables were that secondary filed then becomes primary. The result is normalization and relational integrity.

    Indexed fields are primary or secondary, primary in they must exist in each table for instance the VIN is primary in a table of models that share all of the same characters except the trailing characters that represent the series. For example: L8Y********(000001-999999) were the last six characters are the production run in series. The middle character string defines details within it.

    This is not good example because this submission actually violates the regulations. The regulation requires a check digit field, its missing. Character 9 should have a check digit field. The submission should have been rejected….it was.

    A solution to the debauchery would be a data entry form that offered the characters up to be defined. Then for each model manufactured there is a complete list. A list based on the VIN characters forming unique strings.

    Selecting the WMI then defining the characters definitions, just as the submission does however if done electronically it would not allow violations to the regulations, the submission above was from 2006 and the last from 2009 rectifies the error in the previous.

    Sections of a VIN can be defined, but each station of a character is primary as 1,2,3...they become a set of 1which is the WMI. Just as characters 12-17 represent a set 2 which represents a sequential production number.

    The field definitions define a table the primary key or index is the WMI it has fields that sefine it in sections, the actual VIN numbers, having that would allow a web portal that when entering a VIN the results would or could generate links to associated data to that model. Parts lists, inventory locations, diagrams and servicing documents, etc.

    The factory is the primary source, it must manage the data input, not doing so results in a disconnection in the value chain. The data if entered and maintained diligently becomes universally utilized across all functional levels of the chain. .

    This is what is backing up the SAE and its role of registering manufactures around the world. This is their database. Its disturbing that they have no valid way to count the number of motorcycle manufactures. They haphazardly enter data that pertains to a product description without any standard categories.

    The data needs a drop down list and also a subcategory list…there are many ways to manage the registry and they are not doing it.

    Carbon Monoxide limit is 2 g/km the USA is 12 g/km across all displacements.
    China is regulating Hydrocarbons and Nitrous Oxide separately where as the USA does not they offer a combined limit, the combined limit in the USA for a full sized motorcycle is 0.8 g/km…in the PRC it would be .45 g/km for a full sized motorcycle, 0.95 for under 150cc. and 1.5 for a three wheeled vehicle.

    Bascially testing is done on testing different ranges of driving then averaging those to determine an overall average.

    The 2g/km can be used as a litmus test, the question being how many motorycles currently certified for on Highway can meet the PRC limit of under 2g/km?
    Simple query on Certification Level - CO as a criteria of <2 on 885 certificates issued for 2012. The results were that 214 meet the less then 2g/km limit on Carbon Monoxide emission…roughly about 24% of the models currently certified in the USA meet that limit the other 76% do not.
    Of the 214 there are 101 that are over 500cc, these are those models. Since the testing methods vary and the other emissions not considered, these only represent potential prospects for being certifiable in the China market.

    The EPA offered a list of model for 2013 in August of 2012, they now offer the list in an MS Excel spreadsheet format for downloading. The list is early and hopefully will have more models on it then currently it has, because it only has 171 so far and that is quite a bit less then the 885 models on the 2012 list.

    I can only guess what the very low number represents, manufactures only submit for models they offer for that model year, they have in the past offered a prior year as a current year, but that is kind of questionable since the VIN does include a model year. If I bought a 2012 and then later discovered it was actually a 2011 I would not be happy.


    I think the EPA is bizarre they have no standards for the databases they release, no standard formatting or release dates? The list they published in 2012 for 2013 has to be incomplete, but when do they add the new vehicles? There are no regulation on the regulators and there should be.


    Seems entirely possible for a manufacture to have an EPA certificate and not be on the list from August 2012. That could hurt a new manufacturer attempting to establish business partners, it also creates a gray area for some to claim they have an EPA certificate when they may or may not, forcing any inquiry to be made to the EPA and in faith? That forcing people to open the box of debauchery called the Federal EPA.


    I am sorry but they only need a database online that allows all application and a status of them accessible online, once again we pay a lot of taxes and really get little to show for it.
