I am not sure what you are reffereing to in the first line.

ZNEN is the first company in the 2016 list, they supply allot of scooters to the market here.
Qingqi as a group supplies SSR and CCW for some of their products, ZNEN scooters look identical to some other imported from other companies, they are probably all copies of something once or currenlty in production out of Taiwan.

Jinan uses LAE for its WMI and Rhon L4Y they were all at one time part of the Qingqi Group which was an active holding company, Jinan is part of another called China South Group.

Holding Companies are investment companies, they buy up shares in individual companies, SCG wholly owns Jinan Qingqi. They also own Jialing, Jianshe and Dayun.
I believe that the acquisition of Jinan Qinqgi was done by force in 2009, due to management improprieties, subsequently the government broke up the Qingqi Group took Jinan and put it under the government ran SCG.
It is complicated if not convoluted, the original Qingqi Group name remains in use, it was renamed Jinan Dalong and does not have the rights to the brand name “Qingqi” everything is grey, particularly when you see members of the Jinan Dalong using LAE as a WMI to identify their production. The Pioneer and Dalong products both are using that WMI.
I would say that they separated them financially however strong business ties remain. It is even more complex when you consider a Qingqi factory in Pakistan
