    According to the official site:

The course will be open to the general public
Laoshan used to be the training center for China's national cycling team. After the Olympic Games, the 4.6 kilometer Mountain Bike Course will be open to the general public for exercise.

So should be open to the public now, or that was the plan in 2007! Can't find any cost information.

after paying for my application and picking up a heavy riding jacket, i decided to take a short walk around the area, and went over to the cycling track.
had a quick chat with the security guard who said that there was no entrance fee and that the track was open everyday, he wasn't sure what time it was open until.
I couldn't be bothered to lug the jacket too much further, so I didn't go inside to ask the staff.
