Welcome Balkinistan
A couple of things you might be unaware of about Beijing:
1) You need to have a minimum "6 month stay" visa to be able to register any vehicle in your name. A visa that is valid for 1 year, that allows a "stay" of only 90 days, would be insufficient. The China visa is complicated, and is only one part of the puzzle. You will also need a registered residential address for vehicle registration. In most cases, you would "live" in a Beijing neighborhood that requires you to have an "A" plate. These are currently 25,000 rmb, for only the plate. You then need to add the bike price, insurance, agent fees, registration fees, inspection fees, etc.
2) You can probably find a "B" plated bike, in mediocre shape, within your budget. Such a bike will be registered in a company name and remain in that company name during your "ownership." You just get a hand-written Bill-of-sale from the prior "owner."
I have no idea about Zhengzhou's motorcycle situation, but I am sure that if Zhengzhou allows motorcycles, it will be for much less money & hassle than Beijing. Beijing, being the government capital, has lots of rules that are enforced.
Here are two websites that locals use to buy/sell used motorcycles to give you an idea.

Thank you for your help. You posted me great website. I checked out, and I'd like to ask you if there is an ad that I like, would you comment it for me if I post the link?
And I'd also like to ask you are the same regulations for quads as for motorbikes?
Thank you,
