Enter the World Manufacturing Identifier into the NHSTA site and read the posted filings…..
http://www.nhtsa.gov/cars/rules/manufacture/
LAE is the WMI for QINGQI GROUP all of these motorcycles have LAE as leading characters in their VIN.
That is important because the EPA and the NHSTA will not recognize SSR or Pioneer, causing problems in some states in the titling and registering, that being the states that enforce federal regulations, which they all are supposed to be.
The EPA certificates are listed under Jinan Qingqi as the OEM of both the 200 and 250 models.
The manufacturers (stateside agent) is Qlink and Daifer respectively.

Thanks for the information regarding the EPA and where Beta are sold...it's a shame that with certification, Qingqi are only selling a handful of 250cc bikes thanks to JP Motorsports bringing over a few--Qlink should have sold the 250
Could Pioneer be EPA certified under Shandong Pioneer Motorcycle Co., Ltd.?

OK, answered my own question, although a little out of date

It seems that there is a connection between Pioneer and Qingqi, at least 6 to 7 years ago and recognized by the US EPA

Not that I can find, I queried several different ways I am 99.99% sure that no other certificate exists.
If they do not have an agreement with Qlink or Daifer they could get challenged on their rights to import and sell the bikes.

I would not be overly concerned about the names on the EPA certificates, SSR is offering a lot of scooters that have EPA certificates that are under a variety of names, the bikes have certificates and the names are not that important they likely are all networking.

04-18-2012, 05:21 PMI, personally, am quite surprised to see Beta offering "Chinese" bikes. They use KTM engines, plus the 350cc Suzuki.

I believe that Beta only offers those in Argentina…not all markets get the same bikes. Some of Beta markets get the Alp and Urban bikes, they are 125cc and 200cc basically the same engines.
Beta Alp 200
Beta Urban 200
It is entirely possible that the engines in the above are manufactured in china? I know that Suzuki offers ceramic coated cylinder on their 125cc, the DR125 has a revised engine. I am not sure but the Qingqi engines may be a generation behind the Japanese versions of the engines.

The Japanese engines have a composite electrochemical plated cylinder (SCEM). I have not gone into the specification on the ALP and Urban to see if they claim that for their engines as well or not. I would think they would if the engine is manufactured in the same plant in Japan as the DR200's engine is and not if they are purchasing the engines out of the Chinese plant….I am just making observations I really do not know.
