NO - City is dry and does not allow motorcycles
YES - Rider has motorcycle license
YES - Motorcycle is properly registered
YES - Motorcycle has a legit license plate
YES - Motorcycle is china-made and street legal
Does the bike get confiscated or impounded? Or do you just get fines? Point deduction?
How does it all work?

05-18-2012, 02:29 AMI think there are a few more contributing factors to take into consideration.
1/ Did you smile at the police man, lots of sorry, hand gestures, etc,
2/ Did you try to speak Chinese (even if you are more than fluent) make as if your trying to speak Chinese.
3/ Were you speeding, or was you bike loud?
I think if you can keep things happy, and keep the police man accepting that you are doing your best to learn Chinese, etc, etc, then being a foreigner, you have a better than average chance to come away unscathed.

I've been stopped several times in different cities and my criteria match your checklist exactly. I've only ever had to pay fines, varying between 100 and 200 RMB. No points.
