I would not be sure that the internal gearing for the kick start is there, I believe that the 199cc without a kick start the engine used in the DR200 also utilizes a longer oil filter, which tells us that it does not have the internal kick start gear. When the internal gear is present the filter is shortened to accommodate it. You likely have the opening for the kick start, with a cap on it, but probably do not have the internal gearing inside. A litmus test would be the oil filter type used. If it the shorter one KN-131 part number or is it the longer one KN-132? But that would only be encouraging if it used the shorter filter, the gear might be there, then you would need the spindle and kick lever, but that would requiring taking it apart to fit the spindle, if the gear is there and only could possibly be there if the engine uses the shorter filter.

    here is the entire assembly

    you would need this too

not sure if any of it would fit together though, I would check the filter sizes first.

Parts from http://www.motorfans.com.cn/bbs/t_284282.htm seems 100% compatible for that engine.
