Lifan is expanding its presence in South America, they announced in February 2012 that they will be building a $150M USD assembly factory in Uruguay.

Here are a few motorcycle models they will also be offeringthe first two of these also have USA EPA approval for 2012...but are currently missing from the US market? The third is the 249cc vertical single, the engine that looks very close to the Yamaha 249cc single OHC engine, the same engine design as in the YBR250?

Those engines do have a hand operated clutch, these however do not, they actually have a centrifugal clutch that is semi automatic, it is just another example of poor or no translation, they really do need technical specification editing as well as just editing of English media content overall.

    Model:1P60FMJ
    Type:
    Single-cylinder;four-stroke; (air+oil)-cooled
hand-clutched start at any gear 160cc
    Displacement:161.2ml
    Compression ratio: 9.5:1
    Primary reduction: 3.722
    Bore*Stroke: 60mm*57mm
    Max.Power & Rotating Speed:10.3kw/9500r/min
    Max.Net Power & Rotating Speed: 10kw/9500r/min
Rated Power & Rotating Speed: 9.5kw/9000r/min
    Max.Torpue & Rotating Speed: 11.5N.m/7000r/min
    Min.Fuel Consumption:≤367g/kw.h
    Ldling Speed:1500r/min
    Ignition:CDI
    Starter: kick start
    Lubrication: Pressure/splash
    Transmission: 4 speed

However they are selling lots of vehicles....even with the sometimes odd choices of grammar and descriptive words. This example really should say semi automatic 4-speed.
