    I know I've read a good bit about this topic on several other threads on this forum, so please excuse the new post. I would like some additional clarification. As usual, I am pretty confused about who and what and where the deal is with the manufacturer. In this case I am interested in the"Pitster Pro" XTR 150 engine. I ask because I am looking to buy a number of these motors for a motorcycle to be built here in the States. Pitsters motors are available here in the US and meet (I believe) off-road EPA certification. They say these motors are made by Loncin. According to what I've read either all or part of these bikes/motors are Puzey designs? I'd love to know a bit more about the quality of these motors and how they hold up vs. the SYM Wolf 150, and the Zongshen 125. Are these Loncin motors any good? I'd also love to be able to buy these from the actual inventor/manufacturer if possible (well, I guess not all the way back to Honda).

    Those that have an EPA certificates have already gone through the process and with configurations and applications for those that were approved. Engines are not certified compliant it’s the entire configuration/build that is, so the only way you can use another manufactures certificates is if you are only resubmitting their test data for that exact same configuration and with another manufacturers name.


    The EPA should not approve or disapprove of test labs, they only have a set application process. They may recognize testing centers but them approving them would be legally questionable and that smells of steering, they better not be doing that.
    Understanding the process of applying is key and requires real knowledge of the testing process and what it entails in order to complete the application.

    I do not see the name Pitster Pro in the 2012 list of EPA compliant Off Highway Vehicles. The name Loncin is not present in any OEM engine disclosed by any manufacturer. Not revealing or not presenting the total truth on that application is actually a felony, as falsification of a federal document.


    The entire industry is all sleeping in the bed they made, nothing is proprietary and they all sneak around in the shadows because of that. They are all selling products that can be copied and sold by another right down to a EPA complaint configuration. No need to test what has already been tested if it is identical, but getting that in details may explain why you cannot see comprehensive parts lists?


    You can find the source of a compliant model and then buy it from the factory that makes them, then find the testing center that approved the original and then only pay for the EPA application. That being the data generated by the 150cc they used in the original tests. But be aware testing centers have been found to falsify tests data, the original assumption of compliance can be a falsity
