MOST of Tianjin is a no-bike city. This means inside of (but not including) the outer ring road (外环线) which pretty much comprises the entirety of the city proper. Tanggu/TEDA is definitely outside of that area (a good 60Km away).
As to the Tanggu market: it's cool to go look at, but I wouldn't buy anything there. For starters you *probably* won't be able to register or plate anything that you buy there AND most of the bikes are likely stolen / parted / chopped / smuggled, etc... there's more than a few threads in this forum about those types of markets in Shanghai if you want to read up.
Though it is fun to drool over a goldwing every now and again
Anyways, stay in Beijing, have them reg. and plate it for you - avoid the dirty work, and good luck!
