Personally I think the RX3 looks like it would make a good dual sport motorbike 250cc, panniers, spoked wheels, crash bars as standard

It is featured/reviewed in this month's Motorcycle magazine (September, 2013).

I'm interested in this bike. I can get it no plates in Shanghai for 19-20K
They should be around in a few weeks at a dealer here. They "look" like a great design...

I was doing some searches in Chinese for info on this bike and (i think) i found that they plan to have it in stores on the 17th of October. The price is apparently going to be between 19k and 24k.
They may even release a larger displacement version later on.

It's probably ok--just remember the Chinese origin.
However, on one of the links on one of the threads (I believe it linked to chinamotorworld), Mr. Zongshen himself was interviewed and stated that he, nd all Chinese brands, need to increase quality. I am pretty sure it's more than just lip service. Plus, like Kennon mentioned, it must be decent enough to be sold under an established European brand name, like Piaggio. In my recent experience with my 2009 TMEC 200 enduro (Zongshen engine), Chinese bikes are more reliable now, overall (although my fit and finish could be better--but it is not a Zongshen bike, only the engine).
Also, as a disclaimer, I like Chinese bikes based on price. A Honda enduro in the US lists for $4500 USD plus pdi, tax, destination, registration etc. A brand new TMEC costs $1600 shipped, plus I would have to pay my state taxes, and registration (maybe $200). So that is the angle I look at them. If my TMEC listed for $3200, no deal. Keep that in mind for the Piaggio.
