www.jialing.com.cn works for me from here in China. There's an "english" tab up in the righthand corner. the following information is culled from that page. Try emailing first, and see if there's someone you can speak English with. I think they have someone who speaks Spanish too, if that works for you. Not sure about other languages.

The guys I know there speak only Chinese.

Are you in the US? Surely they have some kind of rep there, somewhere.

I met Mr. Liu Qiang (Dept. Manager of Export Department No.1) on my Jialing Chongqing factory visit in May - he's a nice guy, but I don't recall his language abilities as we spoke Chinese only.

The guy that showed me around handles South America so he should be able to help you. He works in Export Dept No.2 (no idea what the different department numbers signify, it's so Chinese ). I'll PM you his contact info.
