DC cops use small bikes. Some park cops use small bikes.

The video from a few years ago about the Johnny Pag bikes the police explained that they were using the bikes for general patrolling in the suburbs--quiet bikes which meant more anonymous. The JP bike (as seen in the video) was based on the Regal/JP Raptor.

As far as getting one of these? Maybe the company can sell you the bike as a rolling chassis sans engine? Or sell you the parts and you can stick them on a used Suzuki?

They're both wholesalers, neither is a retailer.
The wholesale price of those is actually high for a Chinese made motorcycle.
I would not order one unless it is being brought over for testing to make it legal.
If you believe that there is a market for these then its an opportunity to import and sell them.
Its not a scam....distribution cost does add to the retail price.

You could get one as a test bike and then only can register it for a year to make it legal, as in get it EPA certified. The factory can certainly make them to meet EPA requirements, but you still have to go through the certification process.

If you had a scrap title for an old one then you may be able to beat the system, however that in reality is a felony.
