I noticed this little one, first in the video, and then on a photo.

Base is common Chinese step-through moped with a tubular frame and horizontal engine. Retro details or whole "paneling" (like "Jawa Pionyr") can change the appearance of a moped, but with the ZT-70 someone was too enthusiastic with spokes. But, in general, it is a cute moped/mokick.
